The rise of Big, Open and Linked Data (BOLD) enables Big Data Algorithmic Systems (BDAS) which are often based on machine learning, neural networks and other forms of Artificial Intelligence (AI). As such systems are increasingly requested to make decisions that are consequential to individuals, communities and society at large, their failures cannot be tolerated, and they are subject to stringent regulatory and ethical requirements. However, they all rely on data which is not only big, open and linked but varied, dynamic and streamed at high speeds in real-time. Managing such data is challenging. To overcome such challenges and utilize opportunities for BDAS, organizations are increasingly developing advanced data governance capabilities. This paper reviews challenges and approaches to data governance for such systems, and proposes a framework for data governance for trustworthy BDAS. The framework promotes the stewardship of data, processes and algorithms, the controlled opening of data and algorithms to enable external scrutiny, trusted information sharing within and between organizations, risk-based governance, system-level controls, and data control through shared ownership and self-sovereign identities. The framework is based on 13 design principles and is proposed incrementally, for a single organization and multiple networked organizations.
Abstract. Modal logics are successfully used as specification logics for reactive systems. However, they are not expressive enough to refer to individual states and reason about the local behaviour of such systems. This limitation is overcome in hybrid logics which introduce special symbols for naming states in models. Actually, hybrid logics have recently regained interest, resulting in a number of new results and techniques as well as applications to software specification. In this context, the first contribution of this paper is an attempt to 'universalize' the hybridization idea. Following the lines of [16], where a method to modalize arbitrary institutions is presented, the paper introduces a method to hybridize logics at the same institution-independent level. The method extends arbitrary institutions with Kripke semantics (for multi-modalities with arbitrary arities) and hybrid features. This paves the ground for a general result: any encoding (expressed as comorphism) from an arbitrary institution to first order logic (FOL) determines a comorphism from its hybridization to FOL. This second contribution opens the possibility of effective tool support to specification languages based upon logics with hybrid features.
This paper characterises refinement of state-based software components modelled as pointed coalgebras for some Set endofunctors. The proposed characterisation is parametric on a specification of the underlying behaviour model introduced as a strong monad. This provides a basis to reason about (and transform) state-based software designs. In particular, it is shown how refinement can be applied to the development of the inequational subset of a calculus of generic software components.

The development of smart mobility initiatives requires specialized and contextualized policies addressing the needs and interests of many stakeholders involved. Since the development of such policies is challenging, there is a need to learn from the experience of many cities around the world offering efficient and successfully adopted smart mobility services. However, in practice, the information provided about such initiatives is shallow and unstructured. To address this issue, we study the state of the art in mobility services, reviewing scientific publications and 42 smart mobility services delivered by nine smart cities around the world, and we propose a taxonomy for planning and designing smart mobility services. The taxonomy provides a common vocabulary to discuss and share information about such services. It comprises eight dimensions: type of services, maturity level, users, applied technologies, delivery channels, benefits, beneficiaries, and common functionality. The contribution of the proposed taxonomy is to serve as a tool for guiding policy makers by identifying a spectrum of mobility services that can be provided, to whom, what technologies can be used to deliver them, and what is the delivered public value so to justify their implementation. In addition, the taxonomy can also assist researchers in further developing the domain. By identifying common functionality, it could also help Information Technology (IT) teams in building and maintaining smart mobility services. Finally, we further discuss usage scenarios of the taxonomy by policy makers, IT staff and researchers.
Abstract. This paper introduces a rigorous methodology for requirements specification of systems that react to external stimulus by evolving through different operational modes. In each mode different functionalities are provided. Starting from a classical state-machine specification, the envisaged methodology interprets each state as a different mode of operation endowed with an algebraic specification of the corresponding functionality. Specifications are given in an expressive variant of hybrid logic which is, at a later stage, translated into first-order logic to bring into scene suitable tool support. The paper's main contribution is to provide rigorous foundations for the method, framing specification logics as institutions and the translation process as a comorphism between them.
A partial component is a process which fails or dies at some stage, thus exhibiting a finite, more ephemeral behaviour than expected. Partiality-which is the rule rather than exception in formal modelling-can be treated mathematically via totalization techniques. In the case of partial functions, totalization involves error values and exceptions.In the context of a coalgebraic approach to component semantics, this paper argues that the behavioural counterpart to such functional techniques should extend behaviour with try-again cycles preventing from component collapse, thus extending totalization or transposition from the algebraic to the coalgebraic context.We show that a refinement relationship holds between original and totalized components which is reasoned about in a coalgebraic approach to component refinement expressed in the pointfree binary relation calculus.As part of the pragmatic aims of this research, we also address the factorization of every such totalized coalgebra into two coalgebraic components-the original one and an added front-end-which cooperate in a client-server style.
