While the prison system never broke even with the first contract, the break-even was attainable, as it would have required an average of only one consultation per day. The prison system attained break-even status in the latest year of the second contract, and simple forecasts indicate a good chance that usage will grow beyond the break-even point. From the societal point of view, the contracts are merely transfers of funds from one state agency to another. Therefore, the differences in them are irrelevant. What is relevant is a measure of average fixed and variable spending for telemedicine and what this expenditure buys in terms of avoided costs. Thus, we examined the average full cost per visit, as determined from the actual or estimated expenditures, and concluded that the program paid back its cost during year 4.
Methods of time-series analysis, which are widely used to good effect in physical sciences and econometrics, have found little use in much-needed analyses of cyclical biological phenomena. Here we apply those methods to analyses of rhythmic patterns in human conception rates. Our results confirm the annual periodicity of monthly counts of total viable conceptions, demonstrate a weekday rhythm reflecting interaction of conjugal coital rhythms with individual menstrual fertility cycles, and find no evidence of any other significant repeating pattern.
Despite the absence of evidence supporting either environmental or economic damages resulting from the Argo Merchant oil spill of 1976, a questionnaire administered 11 months afterward to 258 randomly selected heads of households in four towns contiguous to the spill revealed that 60 percent thought damages had occurred. In a secondary analysis of the original data to examine the causes of the damage perceptions, a discriminant function was developed on a randomly selected test group and evaluated on a control group. The results support the hypothesis that incorrect damage perceptions resulted from a priori views on the part of younger, socially conscious, higher-achieving heads of households. Support is indicated for the hypothesis that a priori perceptions were reinforced after the event. The index for total discriminating power was .43 for the test group and .38 for the control group. Television was the major media information source.
