Resumo: Este estudo verifica a relação entre a intensidade do uso de agrotóxicos e o número de intoxicações nos estabelecimentos agropecuários do Brasil. A partir dos dados do Censo Agropecuário 2006, utilizou-se do Propensity Score Generalizado (PSG) para tornar os municípios com diferentes intensidades do uso de agrotóxicos comparáveis. Os resultados revelam que a proporção de estabelecimentos com pessoas intoxicadas aumenta à medida que se intensifica o uso de pesticidas, demonstrando efeito negativo e estatisticamente significativo dos agrotóxicos sobre a saúde. Nesse contexto, os serviços de assistência técnica e extensão rural (ATER), por meio do auxílio aos agricultores em relação ao uso e manuseio adequados de pesticidas e do incentivo à adoção de alternativas sustentáveis de manejo de pragas, tornam-se essenciais para mitigação dos riscos à saúde associados ao uso de agrotóxicos. Em conjunto com a ampliação dos serviços de ATER, destaca-se a importância do desenvolvimento de produtos mais eficientes e menos nocivos à saúde e ao meio ambiente.
O Brasil está entre os países que mais utilizam agrotóxicos no mundo. Ainda que a adoção de pesticidas contribua para o aumento da produção e produtividade agrícolas, seu uso excessivo e inadequado está associado a externalidades negativas, como os danos à saúde e ao meio ambiente. Diante da intensificação do uso de agrotóxicos e do aumento no ritmo de liberação do comércio destes compostos químicos no país, este estudo buscou identificar os efeitos dos agrotóxicos na saúde dos brasileiros e mensurar a produtividade dos agroquímicos, verificando se sua aplicação está sendo feita de forma excessiva. Para atender a estes objetivos foram elaborados dois capítulos. No primeiro capítulo, analisou-se o efeito dos agrotóxicos sobre a incidência de intoxicações e a taxa de mortalidade por agrotóxicos no Brasil. Para lidar com a endogeneidade proveniente do viés de variáveis omitidas e obter a relação causal de interesse, utilizou-se o método de variáveis instrumentais, em que variáveis climáticas foram utilizadas como fonte de variação exógena na intensidade do uso de agrotóxicos. Os resultados revelam que o aumento de R$10,00/ha nas despesas com pesticidas resulta no aumento de, aproximadamente, 13,09% nos casos de intoxicação. Esse percentual aumenta para 16,74% nos municípios rurais e para 22,76% nos municípios sem unidades de vigilância em saúde. O segundo capítulo analisou a produtividade e o uso excessivo dos agrotóxicos no setor agrícola brasileiro. Utilizando a abordagem de função de produção e o modelo de controle de danos, identificou-se que os agrotóxicos contribuem para aumentos na produção, mas sua produtividade marginal é decrescente. Na média, o aumento de R$10,00/ha nas despesas com agrotóxicos aumenta R$7,71/ha no valor bruto da produção agrícola brasileira. Este resultado revela o uso excessivo de pesticidas no país. Dos 5.171 municípios da amostra, 4.034 utilizaram agrotóxicos em excesso em 2006 e 4.432 em 2017. Adicionalmente, por meio de modelos de probabilidade e de regressão múltipla, constatou-se que o sistema de produção orgânico e a associação a cooperativas ou entidades da classe reduzem o uso excessivo de pesticidas. Já o crédito agrícola favorece a aplicação de pesticidas acima do nível ótimo. Os resultados trazem informações úteis para o direcionamento de políticas que visem ao desenvolvimento sustentável do setor agrícola brasileiro. Para atenuar os danos à saúde causados pelo uso inadequado dos agrotóxicos, os resultados apontam para o desenvolvimento de políticas que incentivem a utilização de equipamentos de proteção individual, dada a vulnerabilidade dos municípios rurais, juntamente com programas de conscientização, e a expansão das unidades de vigilância em saúde. Adicionalmente, para reduzir a dependência dos produtores no uso de pesticidas, sugerem-se o desenvolvimento de alternativas sustentáveis para o controle fitossanitário e a formulação de linhas de crédito específicas que visem à transição agroecológica. This paper aimed to assess the impact of the intensive use of biological control on the technical efficiency of the Brazilian agricultural sector. The study also considered the influence of factors such as technical assistance, rural financing, and membership in cooperatives or class entities on efficiency measures. It was estimated stochastic production frontiers for regions intensively using and not using biological control, considering potential selection bias. Results demonstrate that areas with intensive use of biological pest management have a 0.863 technical efficiency score, while this score is 0.823 for nonintensive areas. This means that the intensive regions would be closer to their efficiency frontiers. Additionally, technical assistance and membership in cooperative or class entities increase efficiency by 6 and 2.5%, respectively. It can be concluded that the intensive adoption of biological control can raise the productive performance of the Brazilian agricultural sector. Therefore, it must be highlighted the importance of formulating joint policies (e.g., credit+rural extension) for the adoption of biological control to be a feasible option to promote the sustainable development of the Brazilian agricultural sector.
