RESUMOO sistema penitenciário remonta da era medieval, porém, ao longo do tempo, vem apresentando mudanças paradigmáticas concernentes às perspectivas de punição e à própria visão que se tem do indivíduo que cometeu um crime. Na contemporaneidade, a sociedade se depara com novas questões, denunciadas por meio do uso abusivo de drogas e do tráfico de drogas. Por meio de uma revisão da literatura, este artigo teve como objetivo promover uma discussão ampliada sobre as interfaces que perpassam o sistema prisional e as políticas públi-cas sobre drogas. Tal discussão possibilita a percepção de que, ainda que o Poder Público venha somando esforços no sentido de fazer cumprir a lei que resguarda a cidadania do sentenciado, questões arraigadas, muitas vezes pautadas pelo modelo moral de compreensão da doença, ainda impedem que o Estado garanta os direitos dos usuários de drogas cumprindo penas privativas de liberdade. PERCEPÇÃO DE CIDADANIA NO SISTEMA PRISIONAL BRASILEIRO:UMA INTERFACE COM AS POLÍTICAS SOBRE ÁLCOOL E OUTRAS DROGAS ABSTRACTThe penitentiary system backs from the Middle Ages, however, throughout time, it has been presenting paradigmatic changes concerning punishment perspectives and the view of the individual who committed a crime. Nowadays, society faces new challenges about this subject, denounced by drug abuse and drug trafficking. Through a literature review, this article aims to promote a broader discussion about the interfaces that pervades the penitentiary system and the public policies about drugs. This discussion supports the perception that, even if the Public Power has been gathering efforts to fulfill the laws that protects the convict's citizenship, profound issues, many times guided by a moral model of the disease comprehension, still prevents the State from assuring the rights of drug users fulfilling liberty depriving sentences.
