The study analyzes the processes of digitization performed by Regional State Archives of Ukraine. These trends have become noticeable since 2016, reaching the highest point in 2019-2020. As of 2020, there are still a small number of articles and scientific papers on the problems of cultural heritage document digitization of Regional State Archives of Ukraine. The monitoring research of Ukraine's regional state archive websites indicates significant changes in the website organizational structure, their thematic content in comparison with 2016. In 2020, it was established that all Regional State Archives of Ukraine have e-archives compared to 2016. It has been found that e-archives provide up-to-date information. Scientific reference information, namely electronic guides/reference books, metric books, electronic records were discovered. It is emphasized that the development of digital communication has a great impact on the dissemination and promotion of cultural heritage through social networks, blogs, and tags. There is a significant lag between development of cultural heritage documents in Ukraine and foreign archival institutions. These concerns resulted from the long-term absence of document digitization policy, which appeared in spontaneous selection of archival documents and their amounts. In recent research studies, a significant emphasis is placed on observing the need of website organizational structure optimization and storage of digital document copies to improve content management efficiency allowing users to quickly access a document. The importance of thematic diversification of digital cultural heritage collections is emphasized.
The purpose of the article is to summarize the experience of information activities of the information department and the use of documents of the State Archives of Vinnytsia region and its presentation in the socio-communication space of Ukraine. The authors characterize the concepts and components of reference and information activities in the archival sphere, analyze the archive website as a reference and information system, find out the specifics of reference and information activities of the information department and use of documents of the State Archives of Vinnytsia region. The research methodology is based on a combination of general scientific (analysis, synthesis, description, generalization) and special-historical (historical-typological, historical-systemic, monitoring method) methods with the principles of historicism, systematics, scientifically. The method of content analysis was also used to analyze the content of inquiries received from citizens to the State Archives of Vinnytsia region. The scientific novelty of the work is to identify the specifics of the information activities of the information department and the use of documents of the state archives of Vinnytsia region, to clarify the prospects for the development of reference and information activities of the state archives of Ukraine. Conclusions. In today's digital society, archives are not only a place for physical storage of documents deposited in the activities of founding institutions, custodians of cultural and spiritual heritage of mankind, but also powerful information and communication systems that, using digital communication tools, shift the focus of representation and dissemination of archival information resources among a wide range of consumers. It is established that the state archive of Vinnytsia region has a functional site, where in the rubrics "information activities" and "reference apparatus" are published not only various reference publications, materials of documentary exhibitions, but also digital copies of the fund to provide remote access to socially significant retrospective documentary information. The information activities of the Department of Information and Use of Documents of the State Archives of Vinnytsia Region are currently presented at a decent level. Archivists take into account the interests of the general public and make every effort to realize the constitutional right of citizens to receive information. A promising area of work of the State Archives of Vinnytsia Region is the continuation of the creation of a digital fund for the use of documents.
У статті розкрито актуальну проблему використання документно-комунікативних технологій у діяльності об’єднаних територіальних громад України. У зв’язку з проведенням адміністративно-територіальної реформи, яка супроводжується децентралізацією та створенням дієвих інститутів місцевого самоврядування – об’єднаних територіальних громад, на місцеву владу покладається низка нових функцій та повноважень. Серед них, чи не найбільш вагомими, є організаційні, забезпечення соціального захисту та створення умов для сталого розвитку місцевих громад. Особливо нагальною в означеному контексті постає проблема документно-комунікаційного забезпечення діяльності об’єднаних територіальних громад, що, у свою чергу, залежить від правильної організації та ефективного функціонування як внутрішньо організаційних зв’язків з обміну інформацією та документами, так і зовнішніх – налагодження ефективної комунікації з усіма учасниками комунікативної взаємодії: державними органами влади, жителями ОТГ, широкою громадськістю тощо. Автором статті було з’ясовано, що в умовах становлення та розвитку цифрового суспільства, упровадження інноваційно-комунікативних технологій, відбуваються кардинальні зміни в інформаційній діяльності та веденні організаційної роботи органами публічного управління. Відтак об’єктом дослідження стали документно-комунікативні технології у діяльності органів місцевого самоврядування. Здійснено спробу проаналізувати сучасний стан, позитивні сторони документно-комунікативної діяльності органів місцевого самоврядування та результативність використання ними інноваційних технологій. З’ясовано, що основними комунікаційними інструментами взаємодії більшості об’єднаних територіальних громад з громадськістю є: функціонування каналів прийому звернень громадян (особистий прийом громадян, надання інформації за запитами на інформацію, електронні звернення); традиційні інформаційні стенди та оголошення; взаємодія із засобами масової інформації; висвітлення інформації у місцевих друкованих виданнях, на офіційному вебсайті, у мережі «Інтернет», соціальних мережах та відеохостингу Ютуб. Проведене дослідження встановило, що саме сайти та сторінки ОТГ у соціальних мережах є наразі одними з найбільш використовуваних комунікативних інструментів для підтримання зв’язку з органами влади, засобами масової інформації, громадськістю тощо
A higher education reform in Ukraine, and the emergence of the new integrated program “Information, Library and Archival Studies” instead of “Records Management and Information Activity” in the educational space in particular, brought about various interpretations and sharp discussions. In general, the university community met these innovations without enthusiasm. The scientific thought of Ukrainian scholars on how to develop archival education in Ukraine was generally based on the tradition enshrined in the complex of the developed academic disciplines and tested in practice in conditions of intense competition among students.The approach of the Department of History and Records Management of the National Aviation University to modern training of the archivist was prompted by the needs of the labor market and the challenges of the digital society.1 It consists of finding ways to train modern specialists who possess interdisciplinary competences in the field of archival studies, records management, information activity, and socio-communicative sciences. This led to a study aimed at finding an up-to-date profile of a records manager/archivist.The research analyzes the approaches to the education of archivists in Ukraine at various stages of its socio-economic development and summarizes the current experience of the National Aviation University in this sphere.
