Examines recent trends in local exchange competition in the US telecommunications industry. Shows that the predominant modes of operation by competitive local exchange carriers (CLECs) have been changing over time. These operating modes also vary substantially in different regions of the country. Provides a preliminary exploration of the role of potential profit in explaining the extent of overall CLEC activity. Also considers the role of prices in explaining variation in CLEC operating mode, and discuss possible additional determinants of CLEC activity that merit further investigation.

He oversees AEE's regulatory work and is playing a leading role in AEE's 21st Century Electricity System Initiative, which is focused on accelerating regulatory and business model change in the electric power sector. Prior to joining AEE in May 2013, he spent 20 years consulting to the advanced energy industry, utilities and the public sector, including nine years at Arthur D. Little, six years at Navigant Consulting, and five years as an independent consultant. Katofsky holds a bachelor of engineering degree from McGill University and an M.S. in engineering from Princeton University.Benjamin Stafford joined AEE in July 2016 as Manager of State Policy. Stafford works across AEE efforts, including state policy, research and analytics, and the 21st Century Electricity Future Electric Utility Regulation / Report No. 9 iii System Initiative. Prior to joining AEE, he was a doctoral student and researcher with the University of Minnesota, Carlson School of Management, where his projects focused on social networks and organizational leadership and the implementation of energy policy. He worked for the state of Ohio from 2004 to 2012, primarily focused on strategic workforce development and the implementation of energy policies. Stafford holds a B.A. in business administration, master degrees in labor and human resources and public policy and management from The Ohio State University, and an M.S. in business research from the University of Minnesota.Danny Waggoner is Senior Manager of Regulatory Transformation at AEE, where he focuses on accelerating regulatory and business model change as part of the 21st Century Electricity System Initiative.
