Lion (Panthera leo) populations are in decline throughout most of Africa. The problem is particularly acute in southern Kenya, where Maasai pastoralists have been spearing and poisoning lions at a rate that will ensure near term local extinction. We investigated 2 approaches for improving local tolerance of lions: compensation payments for livestock lost to predators and Lion Guardians, which draws on local cultural values and knowledge to mitigate livestock-carnivore conflict and monitor carnivores. To gauge the overall influence of conservation intervention, we combined both programs into a single conservation treatment variable. Using 8 years of lion killing data, we applied Manski's partial identification approach with bounded assumptions to investigate the effect of conservation treatment on lion killing in 4 contiguous areas. In 3 of the areas, conservation treatment was positively associated with a reduction in lion killing. We then applied a generalized linear model to assess the relative efficacy of the 2 interventions. The model estimated that compensation resulted in an 87-91% drop in the number of lions killed, whereas Lion Guardians (operating in combination with compensation and alone) resulted in a 99% drop in lion killing.
Temporal patterns of crop raiding by elephants were studied for 13 months in 1996/1997 at Kibale Forest National Park, Uganda. To determine the influence of environmental factors on the timing of raiding, we tested for correlations between crop raiding patterns and the quality of natural forage within the forest as well as crop availability beyond park boundaries. Crop raiding occurred throughout the year with peaks in dry seasons when crop availability was high. Bananas and maize were the main crops raided. Variations in forage quality were moderate with small seasonal fluctuations and peaks in dry seasons. Monthly crop raiding incidences were not influenced by forage quality but by ripening of maize. Comparison of forage quality and temporal distribution of crop raiding between savanna and forest habitats suggests that crop availability is more important in forest habitats, whereas in savanna habitats large seasonal fluctuations in forage quality have a greater influence on temporal patterns of crop raiding.
Gray wolf (Canis lupus) policy is dynamic and involves multiple stakeholders.Attitudinal surveys have historically measured stakeholder attitudes, although Native American views have rarely been studied systematically. We sent a mail-back questionnaire to members of the Bad River Band of the Lake Superior Tribe of Chippewa Indians (Ojibwe) to assess attitudes toward wolves and Wisconsin wolf policy. We compared their responses to a sample of non-tribal residents of Wisconsin's wolf range. Tribal respondents held significantly more positive attitudes toward wolves, were more supportive of protective policy, and were less supportive of a public wolf harvest than non-tribal respondents. Multivariate analyses revealed several demographic factors associated with observed differences in attitudes; the most frequent and strongest predictor was whether or not a respondent was a tribal member. Ojibwe perspectives deserve attention in future wolf policy and may influence a possible wolf harvest, especially given Ojibwe treaty rights in the Great Lakes region.
