Public sector organizations traditionally have been associated with the internal process (bureaucratic) model of organizational culture. Public choice and management theory have suggested that public sector managers can learn from the experience of private sector management, and need to change from the internal process model of organizational culture. Due to these influences on managers, the current research proposes that managers' perceptions of ideal organizational culture would no longer reflect the Internal process model. Public sector managers' perceptions of the current culture, as well as their perceptions of the ideal culture, were measured. A mail-out survey was conducted in the Queensland (a state of Australia) public sector. Responses to a competing values culture inventory were received from 222 managers. Results indicated that a reliance on the Internal process model persists, while managers had a desire for cultural models other than the internal process model, as hypothesized.
This paper is concerned with the ways in which people form attachments to recreational spaces. More specifically it examines the relationship between recreational spaces associated with sporting activity in urban neighbourhoods and place attachment. The focus is on the ways in which changes to these spaces exposes the affective bonds between people and their surroundings. The paper applies a qualitative methodology, namely focus groups and photo elicitation, to the case study of Parkhead, a neighbourhood in the East End of Glasgow. Parkhead has historically been subjected to successive waves of redevelopment as a result of deindustrialization in the late twentieth century. More recently redevelopment associated with the 2014 Commonwealth Games involved further changes to neighbourhood recreational spaces, including refurbishing of existing sports facilities and building new ones. This paper reflects on the cumulative impacts of this redevelopment to conclude (a) that recreational sports spaces provoke multi-layered and complex attachments that are inextricably connected to both temporal and spatial narratives and (b) that research on neighbourhood recreational spaces can develop our understanding of the intricate relationship between the social and physical dimensions of place attachment.
Normalisation Process Theory (NPT), used nationally and internationally to explore implementation within health services research, is used for the first time within policing to understand profound policy implementation failure and to generate broader discussion of policy implementation theory. The policy in question (Police to Primary Care [P2PC]) was an intervention designed to notify GPs when women are assessed by police as at high risk of future domestic abuse. Designed to improve interagency communication, it took place amidst radical organisational change. Using qualitative interviews with domestic abuse specialist and frontline officers, this paper addresses how NPT helps to explain the (non)implementation of P2PC, how such an analysis differs from other policy implementation approaches, and what this means for our understandings of policy implementation more broadly. NPT proved useful in understanding mechanisms leading to (non)implementation of the intervention: fuzzy alignment with existing practice, faulty communication of purpose, and inattention to discretionary implementation spaces. It helped us understand why the intervention came to be invisible. Dwarfed by its organisational context, made institutionally hard to read by a lack of formal protocols, and given restricted view to police officers, it was compromised by a failure to instigate systems of organisational learning. More broadly, NPT helped reveal practices intersecting topdown and bottom-up implementation theory. The paper concludes by asking how NPT and theories of street-level bureaucracy might be better used in tandem and, particularly, how this might help explorations of policy implementation where human actors are joined by technological actors in interpreting and making policy in vivo.
The political context for practicing free and independent journalism has always been challenging in Turkey and ever more so after the failed coup d’état of 2016. This article examines and analyzes the changes brought about by this failed coup d’état in terms of their civil, legal, and political significance for news journalism and news journalists. More specifically and based on two sets of semi-structured interviews with Turkish editors and senior journalists supported by an analysis of gray literature, we argue that between 2013 and 2018 Turkey has moved from a pre-coup repression of news journalism (2013–2016) to a post-coup oppression of news journalism (2016–2018). The former was characterized by unsystematic attacks on news journalism conducted with impunity leading to a climate of fear that made self-censorship inescapable. In contrast, the latter relied on constitutional changes and the use of law to systematically compromise the civil institution of news journalism and to cast news journalists as political enemies of the Turkish state resulting in what can be likened to a loss of their citizenship. We further argue that the development from the repression to oppression of news journalism has been ‘authorized’ and ‘legalized’ by the constitutional changes that came into force on 9 July 2018.
