This paper discusses planning practice from an intra-organizational perspective. Findings of a case study on the Planning Agency for the Metropolitan Region of Rio de Ja neiro, Brazil, covering the 1975-82 period, suggest that planners' rela tionships with higher-ranking offi cials of the planning agency were a crucial factor affecting professional performance. Effective planners were those able to carry out professional work in a fashion consistent with their goals. To do this, they had to devise appropriate strategies to ac quire influence over top officials. The majority of planners, however, failed to devise such strategies, due to their negative attitude toward politics at the level of the organization.
This paper analyzes the socio-economic and political factors accounting for the spatial structure of Metropolitan Rio de Janeiro. Urban services and facilities, as well as upper- and middle-class housing are concentrated in the core. The most poor are segregated to poorly equipped peripheral areas. To the extent that access to urban services is considered a component of real income, spatial segregation reinforces income concentration, a feature of the region's process of economic development. The paper analyzes how state intervention has contributed to this pattern by concentrating investments in the core and immediate periphery, and relocating squatter settlers to suburbs. The state has adopted a laissez-faire attitude towards the periphery, where speculative land subdivision had provided a viable, yet inequitable, housing alternative for the poor. Low-income groups have fought to improve their lot, pressuring against favela removal and for urban improvements in their neighborhoods. They have also used the system to their advantage by becoming petty landlords or land speculators. Although these may be viewed merely as “coping strategies,” their conservative or revolutionary potential is a matter to be assessed empirically. Likewise, whether state policies will be repressive, distributive, or even redistributive cannot be stated beforehand. These policies are shaped not only by structural forces, but also by the political context and the views of government employees.
O artigo discute a relação entre cidade e meio ambiente como questão pública, face à multiplicação das ocupações de áreas de preservação ambiental por moradias de baixa renda. Embora o meio ambiente seja parte integrante, e não mero "cenário" da vida social, é recente o reconhecimento da dimensão ecológica da questão urbana. A discussão é feita à luz do caso de uma favela de Fortaleza, localizada em área de preservação permanente. Um projeto da Prefeitura para remover seus moradores para um conjunto nas proximidades atraiu novos ocupantes, cuja retirada imediata da área foi exigida pelo Ministério Público. Face à insuficiência de recursos para garantir habitação aos "invasores", sua remoção engendrou um dilema ético e social, contrapondo o direito à habitação ao direito ao meio ambiente saudável. PALAVRAS-CHAVE: meio ambiente, habitação, questão social, favela.Este artigo discute as consequências, em termos teóricos e empíricos, da maior visibilidade adquirida pela relação entre cidade e meio ambiente, face à crescente ocupação, para fins habitacionais, de áreas de preservação ambiental. Tal questão tem suscitado conflitos entre os direitos à moradia e ao meio ambiente saudável, pelos quais se mobilizam diferentes atores sociais: moradores de baixa renda, movimentos sociais, organizações não governamentais e agentes do Estado. Esses últimos exercem múltiplos papéis, expressando o caráter complexo e diferenciado da organização estatal em suas diversas esferas de atuação (poderes executivo, legislativo e judiciário; níveis federal, estadual e municipal). Nesse âmbito, o Ministério Público tem sido um dos agentes de maior destaque, pois dispõe de autonomia e recursos para atuar como defensor dos "direitos coletivos" ou "difusos".

INTRODUÇÃOEste trabalho aborda as possibilidades e limitações de pr ogramas de reassentamento de comunidades fav eladas, 2 a partir da análise de uma experiência ocorrida no P oço da Draga, em Fortaleza (CE), ao longo do período de 2001 a 2006. Trata-se da proposta de transferir seus moradores para um conjunto de apartamentos a ser construído no próprio bairro, a Praia de Iracema. No local da favela, acrescido de um aterro marítimo, o governo estadual pretendia erguer um grande equipamento turístico, o Centro Multifuncional de Feiras e E ventos (CMFE). A discussão aqui apr esentada fundamenta-se em pesquisas realizadas por Oliveira (2003;, Sousa (2006) e Gondim (2009), nas quais foi utilizada metodologia qualitativa. 3A localização do CMFE na Praia de I racema foi contestada, inclusiv e por membros do próprio governo, desde a apresentação do projeto, quase no final do governo de Tasso Jereissati. A polêmica continuou durante a administração seguinte, alimentada por críti-cos que apontavam o congestionamento do bairr o e o alt o custo da obra. F inalmente, o governador eleito em 2006 decidiu constr uir o equipamento longe da orla marítima, na Avenida Washington Soares, na região sudeste de Fortaleza. Em consequência, o projeto habitacional para o Poço da Draga não foi concretizado, pois, para o governo, a remoção da favela seria apenas um subproduto da construção do mega-equipamento turístico. Embora não seja propósito deste artigo analisar o CMFE, cumpre destacar que nos debates sobre ele, a situação dos morador es do Poço da Draga mereceu pouca atenção, o que é indicativo da negligência das políticas públicas estaduais em r elação ao direito à habitação, o qual, historicamente, tem sido negado aos pobr es.Entretanto, desde a criação do Ministério das Cidades, o governo federal tem investido em grandes pr ogramas habitacionais, incluindo a r egularização de assentamentos
With close to 2 million inhabitants, Fortaleza, the capital of the state of Ceará, concentrates the majority of the population and economic activity of its metropolitan region. 1 Its unemployment rate stands at over 12 percent, and more than 36 percent of the population work in the informal sector (Fortaleza, Prefeitura Municipal, 1998: 23). About 30 percent of the inhabitants live in the shantytowns that are found in 87 of the 114 administrative districts into which the city is divided (Falcão, 1996: 96). The proportion of heads of families with monthly incomes of R$ 755 (US$400) 2 or less is 78 percent, and over a third of these survive on the minimum wage of R$ 151 (US$80) a month or less (Fortaleza, Prefeitura Municipal, 1998: 25). With regard to income distribution, the Gini index relating to average family monthly income in 1996 was 0.618. According to the household budget survey of the Instituto Brasileiro de Geografia e Estatística (Brazilian National Institute of Geography and Statistics-IBGE) (1990; available at http:// www.sidra.ibge.gov.br), this places it as the worst among the nine metropolitan regions of Brazil.Despite such statistics, since the early 1990s Fortaleza's image has been no longer one of misery and drought but one of "the Miami of the Brazilian Northeast" or "the Brazilian Caribbean" (Cabral, 1994). One sign of this change has been the increase in the number of tourists it has attracted. In 1997, according to a survey conducted by the Associação Brasileira de Agências de Viagem, Fortaleza had become the most popular destination for Brazilian tourists (Pessoa, 1998: 62).
