Lo a continuación se expone consiste en un amplio recorrido temático que pretende develar el porqué del actual problema hídrico en el país, y qué caminos han llevado a ello. Se abordan las transformaciones y los efectos de la relación sociohistórica con el agua en tres escalas: a nivel nacional, el Cuenca de México (Ciudad de México) y la escala local en Azcapotzalco, mediante el análisis histórico de las relaciones e intereses de los actores alrededor de tres elementos clave: la gestión, la distribución y el acceso. Con ello, se identifican las condiciones y los efectos dados en los diferentes periodos en la construcción de las prioridades colectivas y normas sociales bajo las que se ha configurado el contexto hídrico actual. Así, el cuerpo del documento se compone principalmente de tres capítulos que exponen la línea argumentativa de la investigación y un apartado final donde se ofrecen una serie de conclusiones.
