The article highlights three directions of stable development: economic growth, ecological management, social integration which cover all the sectors of development. Main tasks and functions are presented in the context of stable enterprise and society development. They can be carried out with the help of certain indicators and applied in different countries, regions, or industries. Approbation of the proposed mechanism was carried out at Lithuanian waste management sector and Ukrainian metallurgical enterprises. The system of stable development indicators proposed by the authors includes three groups for Lithuanian waste management industry case and five groups of them for Ukraine metallurgical enterprises. The ISI -a stability index which is used for integral assessment of industrial enterprises' developmental stability, and is based on calculating complex indicators of economic, ecological, social, risk and market stability. The mechanism of integrated assessment of enterprise stability has been improved and now allows choosing the optimal continuous monitoring method, giving enterprises an opportunity to work effectively and develop steadily for a long period of time. Developmental stability corresponds to the average level and characterizes the need to develop the dimensions for increasing the level of developmental stability of such enterprises.
The increase in global population movement and the development of tourism are connected with the development of transport and other infrastructures. Therefore, funds flow and capital migration increase, while it is possible to accumulate funds with the help of tourism, as well as to increase the GDP of countries, infrastructure and climate of which are attractive for tourists. Two hypotheses about the impact of tourisms on the environment are confirmed: positive and negative effects. A new approach of a “solidarity tourism” as a specific type of inclusive tourism, which is a process of cooperation between various participants of a tourism industry, is proposed. Solidarity tourism means that rural households, which are not fully involved in tourism services once get the opportunity to intensify their activities in this industry by focusing their service on people with special needs. In this case, a “double benefit” in a context of inclusiveness is achieved: on the one hand, an employment and income from tourism are provided in the rural households as a continuation and diversification of agricultural activity, and, on the other hand, quality tourism services are provided for those with special needs. The inclusiveness of tourism services in Ukraine is more connected with the inclusion of a wide range of rural households in the tourism field than with an accessibility of such services for those with special needs and disabilities. Institutional household sector exceeded the non –financial corporation sector in temporary accommodation and catering provision. Rural tourism becomes more widespread as a kind of economic activity mostly for households, located in environmentally friendly areas. However, Ukraine is among outsiders in terms of tourism due to a range of recent events that creates not very attractive image of the country, imperfection of legislation, the lack of effective actions of the government and insufficient desire to invest in tourism development. This article analyzes macroeconomic performances of rural tourism in the country, the level of the interest of population and communities in creation of a favorable tourism atmosphere. Several recreation points are estimated according to the proposed indicator of the investment attractiveness for tourism and the relevant conclusions are grounded. It was found that there is an ecological depletion of natural resources in Ukraine and no proper funds are invested in their recovery. This situation threatens the ecosystem, preservation of ethno cultural values and the development of tourism potential. At the same time, the meaning of environmental protection and the creation of environmentally friendly places for tourism become more important in the developed countries. There is no government support for the environmentally friendly tourism in Ukraine. Rural households provide hospitality services and improve environmental quality of them by investing their own funds.
Purpose. To substantiate an approach to road development investment management in Ukraine in compliance with the principle of syncretism and the use of Quality Function Deployment methodology, to improve the methodological approach to calculating the concession fee for brown-field and green-field road concession projects. Methodology. The study used a set of general and special methods of cognition: the Quality Function Deployment (QFD) method, the environmental approach, multimodal analysis, Decoupling Index, Decoupling Factor, logical generalization, quantitative and qualitative comparison, scientific abstraction and systematization. Findings. According to the results of research on interrelation of cost of an investment project and volumes of works by their types, an economic-mathematical model of estimation of need for investments in projects for construction, reconstruction, repair and maintenance of public motor roads is offered. The proposed model, unlike the existing ones, is based on lateral understanding of the clarity of delineation of capital needs by type of road construction, which will provide taking management decisions on investment projects with model and information tools that will help obtain the most realistic assessment of need for capital needed to improve the transport operation condition of motor roads in Ukraine. Originality. The organizational-economic mechanism of management of investment activity of road economy and the estimation of efficiency of co-financing investment projects under programs on construction, reconstruction, repair and maintenance of motor roads is advanced. The diagnostics of efficiency of investment of construction of public motor roads under public-private partnership in the form of concession is improved. Practical value. The results of the study can be used in the activities of road industry of Ukraine for the development and implementation of investment projects under motor road development programs.
In order to form an effective analytical support for the management of the economic and environment safety of organizations, the initial positions of environmental and economic analysis were substantiated. This allowed expanding the understanding of economic analysis in ensuring the effective interaction of the organization with the environment. As a result of the study of the methods of environmental and economic analysis of the priority objects of management of economic and environment safety, the absence of a system of indicators and a mechanism for their use has been established, which significantly reduces the quality level of the management information space. In order to solve this problem, the work developed the author's methods of environmental and economic analysis:1) models of environmental and economic analysis of the production process in terms of waste management (proposed calculation procedure, interaction mechanism, information support, procedure for factor models construction of waste cost ratios, waste capacity ratios, waste replacement ratios, waste replacement efficiency ratios); 2) procedure for analyzing the cost of processing, recycling and disposal of waste. The use of these techniques allowed us to identify the reserves for increasing the level of environmental and economic security of organizations.
