O artigo se propõe a analisar como se forja, a partir dos anos 1980, os mecanismos de accountability na educação básica brasileira, considerando a emergência e o fortalecimento das avaliações em larga escala. Caracteriza-se como uma pesquisa de natureza qualitativa, consistindo numa revisão de literatura, de natureza narrativa e explicativa, com dados coletados a partir de pesquisa bibliográfica e documental, mas que não esgota toda a produção da área. Para compreender a implementação da política pública brasileira na área de educação básica é imprescindível a compreensão de como se organiza o pacto federativo no país considerando as funções atribuídas a União, estados, Distrito Federal e municípios e de que modo a ideia do Estado-avaliador e o modelo gerencial que permeiam o ideário neoliberal são assimilados e disseminados na administração pública. A criação no Brasil de mecanismos de avaliação em larga escala remonta a década de 1980, com o Sistema de Avaliação da Educação Básica e a partir de mudanças são realizadas no exame de modo que ele possa servir de suporte à criação de mecanismos de accountability, implementando políticas de responsabilização, que passam a povoar a realidade dos sistemas de ensino e das escolas públicas brasileiras. A criação do Índice de Desenvolvimento da Educação Básica, em 2007, possibilitou a projeção e o monitoramento de metas que são necessárias para o atingimento dos resultados desejados e desde então, as avaliações em larga escala tem adquirido protagonismo na política educacional, e variados mecanismos de accountability vem sendo criados.
O artigo tem o objetivo de analisar se a criação do Índice de Qualidade da Educação (IQE) e do Prêmio Escola Nota 10 repercute junto às redes escolares de três municípios cearenses de pequeno porte: Cariré, Pires Ferreira e Mucambo. O período analisado é de 2012 a 2018, quando os dois mecanismos de responsabilização já estavam funcionando. Se caracteriza como uma pesquisa de natureza qualitativa, de caráter descritivo e explicativo e utiliza de estudo de casos múltiplos. Os dados quantitativos foram obtidos nas Sinopses Estatísticas da Educação Básica, publicadas anualmente pelo Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira como resultados da coleta do Censo Escolar, e foram aplicadas entrevistas semiestruturadas a um conjunto de sujeitos que atuam na educação municipal das três redes. Constatou-se que nos três municípios, a gestão da rede escolar conta com forte presença da lógica dos resultados nas avaliações externas com vistas a melhorias no desempenho dos alunos no Spaece e Saeb e esse propósito tem conduzido a um conjunto de ações avaliativas desenvolvidas pelas escolas. As condições de infraestrutura das escolas municipais melhoraram sobremaneira, embora os depoentes não conseguissem informar se os recursos investidos provinham da cota-parte do ICMS. Constatou também que embora a redistribuição da cota-parte do ICMS no Ceará alcance valores financeiros maiores para municípios de pequeno porte, como os três estudados, o Prêmio Escola Nota 10 é a iniciativa que torna os resultados mais palpáveis e visíveis na comunidade, tendo mais repercussão social.
Background Nursing students must graduate prepared to bravely enact the art and science of nursing in environments infiltrated with ethical challenges. Given the necessity and moral obligation of nurses to engage in discourse within nursing ethics, nursing students must be provided a moral supportive learning space for these opportunities. Situating conversations and pedagogy within a brave space may offer a framework to engage in civil discourse while fostering moral courage for learners. Research Objective The aim of this research is to explore the influence of a structured self-assessment tool called the ESA “Engagement Self-Assessment” on the alignment and creation of a brave space in a nursing ethics course. Research Design This study used an exploratory, cross-sectional survey design. Participants and Study Setting Data from 39 undergraduate nursing students enrolled in a nursing healthcare ethics & law course using the ESA were recruited. Ethical Considerations Participation was voluntary and informed without coercion. Written consent was obtained prior to participation. Research ethics approval was obtained by the Institutional Research Ethics Board of the recruited participants (Ethics # 2022-23-03). Findings The ESA provided structured self-reflection on the impact of shared vulnerability within a brave space. However, commitment to a brave space was not strongly influenced by the ESA, but rather by a mutual “commitment to others.” Conclusion A teaching tool such as an ESA can be used to facilitate instructor expectations of civil discourse and discussion of difficult topics. Rules of engagement such as those found in brave spaces can help transform fear of vulnerability into authentic growth for learners. A morally supportive learning space can support critical opportunities for ethical development. This study provides insight into how self-assessment and the use of a brave space in nursing ethics education can facilitate a morally supportive learning space.
