Promotion and Mutation are activities that increase work productivity, as well as guarantee employee development. By carrying out promotion and mutation, it is interpreted as giving appreciation based on the final work of employees in the agency. With appreciation, employees are expected to have high performance. This study aims to 1) To analyze and provide an overview of whether there is an effect of Promotion on the Performance of Official Administrators in Tomohon City Government; 2) To find out and give an overview of whether there is an effect of mutations in the Tomohon City Government and to analyze the relationship between mutations on the performance of Administrator Officers in the Tomohon City Government; 3) To analyze and provide an overview of whether there is an effect of simultaneous promotion and mutation on the performance of administrator officials in the Tomohon City Government. The research method used is a quantitative research method with a total population of 133 administrators in the Tomohon City Government. The sample that was set was 30 people and the research instrument used was a questionnaire. The data analysis technique uses the IBM SPSS Version 26 program. Based on the research results, hypothesis testing shows that 1) Promotion partially has a significant effect on the Performance of Administrator Officers in the Government of Tomohon City; 2) Mutation partially does not have a significant effect on the Performance of Administrative Officers in Tomohon City Government; 3) Promotion and Mutation simultaneously have a significant influence on the Performance of Administrative Officers in the Government of the City of Tomohon.

Qualitative descriptive method is used with the aim of providing an explanation in answering the formulation of the problem, namely the determinant factor in carrying out the implementation of public policies that traders state that the policy to relocate this market is good, it's just that some traders also do not agree to be relocated because the location of the Omele Sifnana Market is far from the heart of Saumlaki City. And also the influence of the environmental conditions of the Tanimbar Islands District Government's policy on the relocation of Saumlaki Market to Omele Sifnana Market including public policy environmental conditions, economic environmental conditions, socio-cultural environmental conditions and regional original income so that from environmental conditions this policy is expected to answer the challenges of the people's economy, the government The area of the Tanimbar Islands Regency in formulating market relocation policies in order to create prosperity and employment for the people of the Tanimbar Islands Regency and outside communities.
This study aims to analyze and describe the effectiveness of Waste Management at the Bitung City Environmental Service. The concept used is about the management of public services, the effectiveness of public services and excellent public services. The method used is qualitative, with a focus on the effectiveness of waste management through indicators of sorting, collecting, transporting and processing waste. Sources of data are leaders, structural officials in the field of waste management, supervisors and field officers and the community. The results showed that the waste had not been sorted and separated according to the type, time and place of disposing of the waste had not been complied with according to regulations, as well as the limited number and ability of collecting officers. Limited number and capacity of transportation means, working time or transportation cycle, not all waste has been processed and utilized through waste processing facilities. This study concludes: 1.) The collected waste has not been sorted and separated 2.) The collection of waste by field officers in all areas has not been maximized. 3.) Limited number of fleets, means of transportation, and working time and transportation cycles. 4.) Waste processing and utilization has not been maximized. There are several factors that affect the effectiveness of waste management at the Bitung City Environmental Service, including; Human resources, facilities and infrastructure, rules and regulations, limited land area for landfill.
