This paper applies the capabilities approach to the broader debate of the role of vocational education and training (VET) in poverty alleviation. The capabilities approach provides an approach for conceptualising and evaluating VET which differs in orientation from dominant productivist conceptions. It does so by shifting the focus from economic development to human development. By placing the well-being of VET students at the centre of our concern it shifts the lens from income generation and with it employability to a lens on capability expansion which includes but is not limited to the capability to work. The paper is based on interviews with 20 South African Further Education and Training (FET) college students. The central argument is that VET has an important role to play in poverty alleviation, but only if located in a multi-dimensional view of poverty which understands poverty as capability deprivation across multiple human functionings. In this broader notion of poverty, the role that VET plays includes training for employability, but also includes the expansion of other important capabilities such as, and in the voice of a FET student interviewed in this study, 'the ability to dream', or in the language of the capabilities approach, the capability to aspire.
There have been recent calls to transform VET and to transform development. This double call leads us to ask: how can skills development best support development that is sustainable for individuals, communities and the planet, whilst promoting social justice and poverty reduction? In considering this question we critique the idea of green skills for the green economy as being inadequate for achieving a transformed and transformative VET that shifts the target from economic growth to the well-being of individuals, and that enables vocational education to play a role in challenging and transforming society and work. Rather, we argue that we must see human development and sustainable development as inseparable, and plan and evaluate VET for its contribution to these. Such an approach must be grounded in a view of work, and hence skills for work, that is decent, life-enhancing, solidaristic, environmentally-sensitive and intergenerationally-aware. It must confront the reality that much current VET is complicit in preparing people for work that lacks some or all of these characteristics. It must be concerned with poverty, inequality and injustice and contribute to their eradication. It must be supportive of individuals' agency, whilst also reflecting a careful reading of the structures that too often constrain them. In doing all this it must minimise the costs and risks of any transformation for the poor and seek to lock them into better individual and collective lives, not out of them. Finally, it must transform skills, work and the world in ways that are truly sustainable of the people of today but also those who are to inhabit the earth tomorrow.
Vocational Education and Training (VET) policy in South Africa is based on a narrow set of assumptions regarding the identity of learners and the reasons that they are in public further education and training (FET) colleges. These assumptions reflect an international orthodoxy about the centrality of employability that is located within what Giddens (1994) has described as "productivism", a view that reduces life to the economic sphere. Through exploring the stories of a group of South African public FET college learners' regarding their reasons for choosing FET colleges, this paper shows that VET is valued by these students for a range of reasons. These include preparation for the world of work, but also a desire to improve their ability to contribute to their communities and families; raise their self-esteem; and expand their future life possibilities. Thus, the paper advances the largely hitherto theoretical critique of productivist VET accounts by offering empirical evidence of counter-narratives.
