This is the fourth issue of the Baltic Journal of Economics (BJE) since its relaunch in 2002. Thanks to the continuing generous financial support of our sponsors-the Bank of Latvia, the Bank of Estonia and EuroFaculty-we continue to publish and distribute, free of charge, 1,000 copies of the journal to libraries, universities and think-tanks all around the world. The BJE is establishing itself as the leading peer-reviewed economics journal in the Baltic States. This issue contains the first in our series of 'economics policy roundtable' discussions. Jorgen Drud Hansen (editor-in-chief of the BJE) and Morten Hansen, two Danish economists who have lived in Lithuania and Latvia, respectively, for a number of years, discuss the sustainability of the current account deficits in the Baltic States. The three following articles were presented at the Conference on 'Tax Policy in the EU Candidate Countries' in Riga, Latvia in September 2003. The paper by Sinnika Hämäläinen was scheduled to be published in the previous issue of the BJE. However, an unexpected editorial glitch meant that this did not happen. The article by Peter J. Lambert originally appeared in Volume 4, Number 1, but is being republished because a number of figures and equations were wrongly formatted in the typesetting process. We apologise to both authors for the inconvenience this has caused. We are confident that these toothing problems will not be repeated. The article by Leo? Vitek, Jan Pavel, and Jana Krbova discusses the effectiveness of the Czech tax system. Finally, Chaido Dritsaki, Athanasios Vazakidis, and Antonios Adamopoulos, all from the University of Macedonia in Greece, present a comparative case study of exports, investments and economic growth in the three Baltic States.
ÚvodZdanění fi rem je považováno za jeden z klíčových parametrů podnikatelského prostředí. Většina změn ve fi remním zdanění není (např. na rozdíl od změn DPH) vedena jen rozpočtovými zájmy vlád, ale i snahou zlepšit podmínky pro podnikání, přilákat zahraniční investice, omezit distorzní efekty a transakční náklady fungování korporát-ních daní pro fi rmy a v neposlední řadě omezovat prostor pro daňovou optimalizaci a daňové úniky fi rem.Podnikové daně ovlivňují chování fi rem a mají vliv na krátkodobý a dlouhodobý ekonomický růst. Z krátkodobého pohledu jsou podstatné zejména transakční náklady fi rem. Náklady související s plněním daňových povinností činí podle (OECD, 2001) téměř 50 % objemu administrativních zátěží. Pro evropské fi rmy byly tyto zátěže odhadnuty EC (2004) na 1,46 mil. eur u středních fi rem a 203 tis. eur u malých fi rem pro placení fi remních daní a DPH. Pro snížení transakčních nákladů fi rem, které souvisejí s existencí daňového systému, je klíčovou otázkou vazba mezi účetnictvím a výpočtem fi remních daní ze zisku. Do tradiční národní koncepce modelu účetnictví vs. podnikové zdanění vnesla zajímavé prvky mezinárodní účetní harmonizace, která se nevyhnula ani EU. Evropský proces harmonizace účetního výkaznictví veřejně obchodovaných společností byl dovršen vydáním Nařízení o uplatňování meziná-rodních účetních standardů ("Nařízení EU"). Abstract:Health care reforms in the Czech Republic and in Slovakia are based on the implementation of market-based instruments into the system, namely on privatization and health insurance. Such changes, especially the change of the system of financing of health care from "socialist" taxation-based system to "modern" insurance-based one, were supported by many arguments, showing expected positive outcomes. However, after more than ten years from starting the change, health care system performance criteria in both countries have not been improved as expected. In our paper we try to examine some potential purposes of such trends, with focus on rhetoric and reality of potential of health insurance to improve the performance of health systems in transitional countries.
