O artigo objetiva analisar as implicações da Pandemia da COVID-19 para o campo da educação na região da Amazônia tocantinense, especialmente para o processo de formação continuada de professores do Sistema Estadual de Ensino. A pesquisa assenta-se no materialismo histórico dialético, tendo como referência a pesquisa bibliográfica e documental em portarias, medidas provisórias, decretos, pareceres e demais mecanismos normativos emitidos, principalmente, pelo Ministério da Educação, Conselho Nacional da Educação, Governo do Estado do Tocantins e Conselho Estadual de Educação. Numa perspectiva crítica, presume-se que a adoção por parcerias público-privadas como política educacional e a ampliação da educação à distância compromete sobremaneira o princípio constitucional da gestão democrática e da qualidade da educação.
Es problemático cómo ha sido el resultado de la nueva pandemia de coronavirus para la educación pública en el país y en Tocantins, teniendo la educación como un campo de lucha con sus actores imponiendo sus opciones políticas y culturales arbitrarias y sus categorías legítimas de percepción y apreciación. En general, el objetivo es discutir cómo esta situación ha influido en la educación pública, así como, a partir de ahí, pensar en posibilidades abiertas para esta educación. Se basa en análisis bibliográficos, documentales y de hipertexto. La coyuntura reaviva la discusión sobre la no prioridad de la educación por parte del Estado y la despoja de su desnudez porque su destrucción es delgada y frágil. En una perspectiva crítica, la coyuntura presenta posibilidades, implicando la organización, articulación y movilización de una amplia lucha política en defensa de la educación pública del país.
The article aims to analyze the implications of the COVID-19 Pandemic for the field of education in the region of Tocantins' Amazon, especially for the process of continuing education for teachers in the State Education System. The research is based on historical dialectical materialism, having as reference the bibliographic and documentary research in ordinances, provisional measures, decrees, opinions and other normative mechanisms issued, mainly, by the Ministry of Education, National Council of Education, Government of the State of Tocantins and State Education Council. From a critical perspective, it is assumed that the adoption of public-private partnerships as an educational policy and the expansion of distance education greatly compromises the constitutional principle of democratic management and the quality of education.
Apresenta compreensões sobre a opção do Sistema de Ensino do Tocantins na condução de ações da Rede Pública nas circunstâncias da pandemia do novo coronavírus de assentar-se na Nova Gestão Pública, desencadeando na gestão não democrática e na adoção do modelo das parcerias público-privadas. Com perspectiva crítica, assenta-se em fontes bibliográficas, documentais e hipertextos. Observa-se novamente a presença do movimento empresarial disputando o campo da educação. Problematiza a pouca valorização do regime de colaboração e cooperação com sujeitos e instâncias públicas presentes no próprio Tocantins, frente a opção pelas parcerias público-privadas. Reitera que no Tocantins há sujeitos e instituições que podem atuar com o setor público a partir de suas pesquisas.
Brazilian municipalities, particularly in Tocantins state, are amidst the planning, organization and execution of the Municipal Education Conferences this second semester of 2021. This paper aims to understand the Municipal Education Conferences as an element within the Municipal Education System and as a space to make real the principle of democratic management in education, having the Municipal Education Plan as a reference and a focus. Sourcing from bibliographical and documental, this study highlights that the process of making the conferences may serve as mechanism and space of resistance, assertive, propositive and assessive of public educational policies, favoring the autonomy of municipal networks and systems as opposed to the dismantling and depletion of public education by the federal government.
