Cet article porte sur le travail des géologues de l’Agence nationale pour la gestion des déchets nucléaires (Andra). Il montre que les prospections qu’ils réalisent sont destinées à caractériser la géologie d’un site de stockage autant qu’à familiariser une région avec la présence de l’industrie nucléaire. Ce texte insiste sur les liens qui relient les profondeurs géologiques à la surface : les forages et les recherches effectuées mais aussi les circulations hydrogéologiques susceptibles d’entraîner les radionucléides enfouis vers la surface. De plus, ce texte montre comment le creusement du laboratoire souterrain de Bure (Meuse) affecte la roche et transforme les représentations de celle-ci qu’en ont les géologues de l’Andra. Ainsi, cet article analyse les rapports politiques et épistémiques des géologues de l’Andra aux formations géologiques où pourraient être enfouis des déchets nucléaires.
Depuis 2010, les collectivités territoriales sont chargées d’orchestrer la mise en œuvre de la transition énergétique. Pourtant, les maires des communes rurales où les éoliennes sont implantées n’ont pas de pouvoir formel de décision sur ces installations. Ils ne restent toutefois pas inactifs. Certains se joignent aux mobilisations contre les éoliennes quand d’autres poussent les collectivités dont ils sont élus à y investir économiquement. Ainsi, en étudiant le travail politique de ces élus locaux, cet article met en évidence les effets locaux d’une marginalisation structurelle du pouvoir local dans les politiques publiques de transition énergétique.
La question foncière est centrale pour comprendre le déploiement local de la transition énergétique. En effet, les propriétaires terriens se trouvent au cœur des tensions que suscite localement l’implantation des éoliennes. Étudier la transition énergétique à partir de l’accès à la terre par les industriels de l’éolien permet d’interroger les pratiques de ces derniers et la régulation administrative de l’implantation des parcs éoliens. De plus, en prêtant attention à la manière dont les éoliennes modifient les territoires de chasse et perturbent les usages cynégétiques de l’espace, ce texte montre comment s’articulent différents régimes d’exclusion sur lesquels repose l’exploitation des ressources.

RésuméDans la France des années 1990, la construction d'un laboratoire souterrain est considérée comme une étape indispensable dans l'étude des possibilités de stockage géologique de déchets nucléaires. Toutefois, l'évaluation de la pertinence d'implanter une telle installation demande d'apprécier les chances qu'elle permette bien de caractériser un potentiel site de stockage.
