Recebido em: 28/10/2015; Aceito para publicação em: 18/03/2016 RESUMO A territorialização do complexo eucalipto-celulose-papel, no município de Três Lagoas, ocorreu em meados da década de 2000, provocando intensa reestruturação espacial, produtiva e econômica, além de diversos impactos socioambientais. Destarte, este trabalho tem como objetivo analisar a resistência camponesa frente à territorialização do complexo em questão no município pesquisado. Para tanto, foram realizados os seguintes procedimentos metodológicos: pesquisa e leitura do material bibliográfico selecionado; coleta e análise dos dados de fontes secundárias; e, trabalho de campo para aplicação de questionário junto aos camponeses de Três Lagoas. Constatou-se que, apesar das dificuldades, a maioiria dos camponeses pesquisados pretende ficar no campo, evidenciando a resistência camponesa perante às adversidades impostas pela territorialização do capital, representado, em Três Lagoas, pelo complexo eucalipto-celulose-papel.Palavras-chave: territorialização do capital; complexo eucalipto-celulose-papel; resistência camponesa; Três Lagoas. TERRITORIALIZATION OF EUCALYPTUS-CELLULOSE-PAPER COMPLEX AND PEASANT RESISTANCE IN TRÊS LAGOAS -MS ABSTRACTThe territorialization of eucalyptus-cellulose-paper complex in municipality of Três Lagoas occurred in the mid-2000s, causing intense spatial, productive and economic restructuring, besides several social and environmental impacts. Thus, this paper aims to analyze the peasant resistance against the territorialization complex in question in the searched municipality. Therefore, the following methodological procedures were performed: search and read the selected bibliographic material; collection and analysis of data from secondary sources; and fieldwork for application of questionnaire to Três Lagoas peasants. It was found that despite the difficulties majority of searched peasants plans to stay in the field, showing the peasant resistance against the adversities imposed by the territorialization of capital represented in Três Lagoas by the eucalyptus-cellulose-paper complex.
A crise do café da década de 1980 atingiu profundamente o município de Dracena, tendo em vista que a cafeicultura tinha importância econômica e social significativa para essa localidade. As décadas de 1980 e 1990 foram extremamente difíceis para os pequenos proprietários rurais, entretanto, observamos que a partir da década de 2000, a situação passou a melhorar, principalmente em função das políticas públicas implementadas, que passaram a atender as necessidades deles com maior eficiência. Apesar da melhoria verificada a partir da década de 2000, a situação ainda não é a ideal, haja vista que muitos proprietários pesquisados se mostraram insatisfeitos com as atuais condições nas quais eles se encontram. Nesse contexto, constatamos que a atuação e a articulação dos governos federal, estadual e municipal são imprescindíveis para que sejam proporcionadas condições dignas para a reprodução social dos pequenos proprietários e de seus dependentes na zona rural.
A partir da década de 1950, o Estado incentivou o processo de territorialização do capital no campo com o intuito de proporcionar a modernização da agricultura. A referida modernização seria realizada com o propósito de aumentar a produção e a produtividade agrícola e, consequentemente, contribuir para a internacionalização da economia brasileira. Desse modo, a territorialização do capital e a modernização da agricultura proporcionaram as condições necessárias para a expansão das atividades agrícolas desenvolvidas em grande escala no Brasil, como é o caso da monocultura canavieira. Nesse contexto, este artigo tem como objetivo analisar os impactos gerados pelo processo de expansão da cana-de-açúcar no município de Junqueirópolis. A partir da leitura da bibliografia selecionada e da análise dos dados de fontes secundárias, constatamos que a expansão da lavoura canavieira provocou intensa reestruturação espacial, produtiva e econômica, bem como, gerou impactos socioambientais significativos no município pesquisado.
RESUMODesde as décadas de 1960 e 1970, decretos e leis estabeleceram a política ambiental do Estado de São Paulo, determinando distintas divisões regionais. Destacam-se, entre elas, tendo como referência a noção de centralização e descentralização da gestão ambiental, a divisão do território paulista em 10 (dez) regionais vinculadas à fiscalização ambiental e à execução de projetos de preservação e recuperação ambiental e a divisão regional em 57 (cinquenta e sete) Agências Ambientais ligadas à CETESB, para atendimento das demandas de licenciamento. Considerando o antagonismo entre divisões regionais que integram o rol de atuação de uma mesma secretaria de governo, o presente trabalho discute a necessidade de revisão da política regional da Secretaria de Meio Ambiente (SMA). Nesse contexto, este trabalho tem como objetivo fortalecer a tese de que a adoção de uma divisão regional por bacias hidrográficas é a melhor opção para as políticas regionais da Secretaria de Meio Ambiente. A postura cientifica que adotamos para o desenvolvimento deste trabalho baseia-se em uma maneira comparativa e argumentativa a fim de que esta sustente e forneça embasamentos à nossa tese central. A unificação das políticas de regionalização da Secretaria de Meio Ambiente permitiria pesquisas e ações conjuntas entre os diferentes órgãos e esferas de governo, além de permitir a troca e a produção de dados unificados, que facilitaria a comparação e constatação dos avanços e regressos na área ambiental. Tal processo significaria otimização da gestão ambiental e atendimento aos preceitos do conceito de desenvolvimento sustentável. PALAVRAS-CHAVE:Políticas regionais. Meio ambiente.
