The equitable, prosperous, and independent village development that have not realized is the main problem of this study. The existence of Law no 6 of 2014 on Villages on the one hand is a hope but on the other hand becomes a challenge that must be built in a collaborative synergy between stakeholders or the elements of society in order to achieve the vision and mission of community independence and prosperity. In Karangpawitan Subdistrict there are several obstacles in implementing Law No. 6 of 2014 on Villages. The obstacles are the lack of human resource who understands the laws, the lack of conducive communication, and complicated and unclear bureaucratic structure and disposition of the main duties and functions of each village officials which make the impact on nontransparent and unaccountable public service. The method research used was qualitative approach with case study. The data was collected by doing observation and deep interview with the informant. The data analysis technique was Edward III Model approach by analyzing the factors that influence the implementation of policies, such as: (1) Communication; (2) Resources; (3) Disposition; and (4) Bureaucratic Structure. The result of this research showed that there were several factors that should be improved and noticed in Dimension of Communication. The factors were goals and objectives, understanding and socialization form in order to achieve the goals and objectives that have been made. Furthermore, the Dimensions of Resources related to the competence of the village officials is the main problem and financial resources. The dimension of disposition is the character and characteristics possessed by implementers, such as lack of commitment, honesty, and ways of accepting the others’ opinions. The last is the dimension of bureaucratic structure. It is the task, principal and function of the village officials which have not been optimal. The low voter turnout in the Regional Elections (Pilkada) in Garut Regency in 2008 and 2013, made the Pilkada take place in two rounds. This happened because of a lack of awareness of voters to vote. This situation was then followed up by the Regional Election Commission (KPUD) of Garut Regency by using social media for socialization, especially for beginner voters among students. In this regard, a study is needed to identify factors that influence KPUD in socializing 2018 regional elections for beginner voters, as well as how the challenges faced in utilizing social media. This study was conducted through qualitative descriptive approach to identify existing challenges and to understand the factors that influence the use of social media by KPUD as methods for socializing the local elections. Data collection techniques were conducted through interviews to seven informants and seven month observations of research. The results revealed that the challenge of using social media in the local elections was the low level of digital literacy of beginner voters and account administrators of KPUD because the content was not managed specifically and routinely. The use of social media on Instagram, Facebook, Twitter, and YouTube contain informative content in the form of socialization activities but has not led to a message of persuasion to novice voters. This research is conducted because of the presence of mass media technology into the life of rural communities. This study aims to determine the behavior of media mass media use to audiences in rural areas in the form of intensity and context of use related to media skills.This research is a quantitative descriptive research using data collection technique through survey method / questionnaire. Population in research is permanent resident of Sekarwangi Village Garut Regency which have been aged 17 years and over, that is 3,853 people. Through random sampling, 251 respondents were obtained. The results of this study indicate that the intensity of mass media usage in rural audiences in using mass media is in level 4 that is capable and understand the purpose of use in using mass media, especially on the main mass media commonly accessed is television and radio. On internet usage, rural audiences are in level 2 that few are capable of using internet. In the context of use, the media audiences in rural areas are in level 4 that is knowing, understanding and have little ability to anticipate the negative impact on the use of mass media. But the media audiences do not yet have the skills to relay their opinions through the mass media. It can be concluded that the mass media audiences in rural areas have been able to connect their wishes, experiences, and hopes for the use and benefits received from the mass media, though not yet able to recharge their understanding of the mass media message.
This research was motivated by competition in the logistics business in suburban areas where each company provides competitive services and various attractive promotions. This study aims to identify and explain how Public Relations Communication Strategies in Improving Company Image at PT. Pos Indonesia in Garut Regency. This study uses a descriptive qualitative approach using observation data collection techniques, and interviews, and documentation studies. The main informants in this study were four company internal officers at PT. Pos Indonesia In Garut Regency selected using a purposive sampling technique. This study uses a public relations strategy step model, namely; situation analysis, planning and program strategy, action and communication, and evaluation. The results showed that the communication strategy of Public Relations in improving the company image at PT. Pos Indonesia in Garut Regency through internal communication and external communication. Situation analysis is carried out, by determining the target. Strategy planning and programming are carried out by compiling programs, objectives, actions, and even strategies and tactics. Implementation is carried out by utilizing publications including brochures, sponsors, CSR, PKBL, and social media. Evaluation is carried out, namely within the period after the program is implemented.
ABSTRAKPenelitian ini dilatarbelakangi beragamnya kebijakan media massa dalam mengaplikasikan asas praduga tak bersalah. Perbedaan redaksi media dalam mempraktekkan asas ini harus diperbaiki sesuai dengan kode etik jurnalistik agar tidak ada jurang perbedaan antar media. Penelitian ini bertujuan untuk menjelaskan pemberitaan dugaan suap anggota Komisi Pemilihan Umum Garut yang dimuat pada harian Pikiran Rakyat, 2 Maret 2018. Penelitian ini menggunakan pendekatan kualitatif dengan paradigma kritis. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa faktor pendidikan mempengaruhi level individu wartawan dalam menulis berita dugaan suap tersebut. Individu yang mempelajari kode etik jurnalistik memiliki cara sendiri dalam mempraktekkan asas praduga tak bersalah. Level rutinitas media berkaitan dengan kebiasaan media dalam mengemas suatu berita. Level organisasi berkaitan dengan kebijakan media dalam mengemas berita dimana hal inilah yang menjadi sumber dari ragam kebijakan media dalam mempraktekkan kode etik jurnalistik bahwa surat kabar Pikiran Rakyat menempatkan pemberitaan suap dengan menetapkan asas praduga tidak bersalah melalui penggunaan kata dugaan pada judul berita. Pada level ekstramedia, isi media dipengaruhi oleh Dewan Pers, organisasi pers, pemerintah dan penegak hukum. Pada level ideologi, pemimpin redaksi surat kabar Pikiran Rakyat menafsirkan bahwa penulisan nama tersangka tidak berkaitan dengan asas praduga tak bersalah dan tidak melanggar kode etik jurnalistik.Kata-kata Kunci: Kebijakan; redaksional; pikiran rakyat; pemberitaan; dugaan suap News coverage of alleged bribery by members of the General Election CommissionABSTRACT This research is influenced by the diversity of mass media policies in applying the principle of presumption of innocence. The differences in media editors in practicing this principle must be corrected under the journalistic code of ethics so that there are no gaps between the media involved. This study aims to explain the news coverage of alleged bribery by members of the General Election Commission of Garut published in the Pikiran Rakyat daily, March 2, 2018. This study uses a qualitative approach with critical paradigm. Data collection techniques through interviews, observation, and literature study. The results show that the educational elements influenced how individual journalists in writing news of the alleged bribery, in which Individuals who study the journalistic code of ethics have practiced the principle of presumption of innocence. The level of media routines is related to the media's habit of packaging news. The level of organization is related to media policy in packaging news, which is the source of various media policies in practicing journalistic code of ethics. Pikiran Rakyat newspaper writes a bribery report by establishing the presumption of innocence through the use of the word alleged in the headline.
