This article deals with the policy discourse on social innovation at the European Union (EU) level as well as across nine European countries. We perform an exploratory analysis of relevant policy documents focusing on articulated policy authority, suggested actors, and key outcomes of social innovation. We also conduct an explanatory testing of the applicability of the varieties of capitalism as a traditional innovation classification system to social innovation. We find that the policy discourse across Europe lacks systemization and that EU agendas are only incompletely replicated at the individual country level. We also find that social innovation policies largely defy the principles governing traditional innovation policy regimes, which necessitates new or revised classification frames.
ZusammenfassungDieser Beitrag der Zeitschrift Gruppe. Interaktion. Organisation. (GIO) thematisiert die Erfahrungen, die Jugendliche in Deutschland während der Corona-Pandemie gemacht haben, aus einer Zeit-bezogenen Perspektive. Dazu wird ein Verständnis von Zeit angelegt, mit welchem Biografien als gesellschaftlich geordnete Strukturmuster verstanden werden. Im ersten Teil werden jugendtheoretische Überlegungen aus der Entwicklungspsychologie, Erziehungswissenschaft und Soziologie mit Blick auf Charakteristika präsentiert, welche Jugend als Zeit besonderer Veränderungen und Entwicklungsaufgaben kennzeichnen. Dabei stehen somatische Veränderungen, der Bedeutungszuwachs von Peer-Beziehungen und Gruppenerfahrungen sowie die Konzeptionalisierung von Jugend als gesellschaftlich vorstrukturierte ‚Bildungszeit‘ im Fokus. Diese Ausführungen stellen den Rahmen für den zweiten Teil des Artikels dar. In diesem werden Ergebnisse aus den „JuCo“-Studien I und II, die vom Forschungsverbund „Kindheit – Jugend – Familie in der Corona-Zeit“ der Universitäten Hildesheim und Frankfurt a. M. durchgeführt wurden, präsentiert. Es wird mit Kommentaren gearbeitet, welche Befragte am Ende eines Online-Fragebogens freiwillig hinterlassen haben. Die Berichte der Jugendlichen weisen auf Erfahrungen von Frustration über verpasste Chancen, Leistungsdruck und Zukunftsängste unter den jungen Menschen hin. Die Implikationen dieser Befunde werden abschließend mit Blick auf Bedarfe für die Gestaltung der Zeit nach der Pandemie diskutiert. Der Beitrag schließt mit einer Forderung nach offenen sozialen Räumen, in denen Jugendliche die Möglichkeit zu intergenerationalen und peer-bezogenen Begegnungen haben.
Durch die Maßnahmen zur Einschränkung der Corona-Pandemie veränderte sich die Lebenswelt junger Menschen massiv. Jugendliche standen vor der Herausforderung, ihren Lebensalltag neu zu organisieren – und dies unter Bedingungen, welche insbesondere die Nutzung von öffentlichen Räumen stark reglementierten. Dadurch fiel für junge Menschen ein wesentlicher Teil der Interaktion in sozialen Räumen weg. Im Beitrag werden Ergebnisse der Jugendbefragungen JuCo I und JuCo II im Hinblick auf das Raumerleben Jugendlicher in der Pandemie präsentiert. Am Beispiel der Kontexte Schule und Freizeit zeigt sich, dass das Erleben von Räumen mit dem Vorhandensein individuell unterschiedlicher Ressourcen zusammenhing. Konsequenzen für die Gestaltung und Zugänglichkeit öffentlicher Räume während und nach der Pandemie werden mit Bezug auf jugendtheoretische Überlegungen diskutiert.
Einblick in zwei aktuelle ForschungsprojekteMultiprofessionelle Zusammenarbeit in Handlungsfeldern der Sozialen Arbeit kann verschiedenartig organisiert werden, zum Beispiel als Zusammenarbeit zwischen Organisationen. Sowohl im Hinblick auf die persönlichen Netzwerke von Adressat_innen als auch als institutionelle Vernetzung gelten Netzwerke inzwischen als fester Bestandteil der Grundorientierung Sozialer Arbeit. Kooperation und Vernetzung sind eine fachliche Strategie, um angesichts der Fragmentierung von Zuständigkeiten und somit getrennt voneinander agierenden Organisationen und professionellen Akteur_innen eine Ganzheitlichkeit der Unterstützungsleistungen für Adressat_innen zu gewährleisten.
