The medium mountain region of Western Europe is both a rural and a highland area. For this reason, it is victim of conflicting economies, which often leave it in a weak and critical condition. But, as in other rural sectors, major changes are affecting society, agriculture, tourism and other industries of the highlands, thus aggravating internal oppositions. Résumé La moyenne montagne d'Europe occidentale est à la fois un territoire rural et montagnard. A ce titre, victime d'un système économique concurrentiel qui lui est défavorable, elle est souvent « en crise » ou «fragile ». Mais, comme dans d'autres campagnes, de profondes mutations touchent la société, l'agriculture, l'industrie ou le tourisme des hautes terres, exacerbant les oppositions internes.
The project Cultrural+ (an Erasmus+ Strategic Partnership project in the field of Adult Education) is funding research and education to deal with major demographic challenges in some regions of the participant countries (Extremadura in Spain, Tràsos-Montes in Portugal, Central Massif in France, Thessaly in Greece and province of Latina in Italy). The paper will discuss the particular problems that European depopulated areas are facing and how cultural heritage and cultural tourism could act as resilience factors. Research is showing that though the different countries’ regions face similar demographic challenges, strategies and planned actions are different. The levels and indicators to measure and understand depopulation processes are also diverse, as are the levels of actualization of the data in each country. International comparative interdisciplinary research allows transfer of best practices cases and models as the “learning territories” and to deepen in the analysis and prospection of the socio-cultural major changes that are affecting the European countryside. This paper analyses the criteria that can help evaluate and acknowledge best practices.
La ruralité désigne l'ensemble de représentations collectives et de caractères concourant à une forme d'identité et de fonctionnement des espaces ruraux. Sa définition exige donc de revenir sur la question du « rural » et de s'inscrire, de plus en plus, dans la dialectique des rapports ville-campagne, avec des modifications récentes dans les perceptions, les pratiques et les modalités de gouvernance de ces espaces. L' ensemble des processus conduit à revisiter la question de l'éducation dans les territoires ruraux. Le rural, du local au global La définition de l'espace « rural » demeure délicate, alimentant des débats récurrents entre chercheurs qui refusent de perpétuer une définition par la négative (tout ce qui n'est pas urbain… est rural). Comme le note N. Mathieu 1 , « d'absorption en périurbanisation, la distinction s'efface » pour « deux entités que la tradition veut distinctes, mais que les évolutions sociales, économiques, professionnelles récentes tendent à rapprocher » 2. Prudent, le dictionnaire de la géographie et de l'espace des sociétés (Lévy, Lussault, 2003) considère que le rural « désigne globalement les campagnes dans leur complexité sans réduire celles-ci aux manifestations des activités agricoles ». Pour le tropicaliste R. Pourtier, le territoire rural « ne se caractérise pas seulement par les particularités bio-physiques de l'étendue qui lui sert de support, les techniques et les modes de production des populations qui l'exploitent et les droits d'usage exclusifs qu'elles revendiquent ; il se caractérise aussi par son degré d'intégration économique et sociale dans un espace chaque jour davantage réticulaire, et par la force des sentiments identitaires et d'appropriation que les habitants nourrissent à son égard » 3. Dans la définition classique « dichotomique » se pose alors la question de la délimitation de la ville, que celle-ci s'inscrive sur une vision purement statistique, n'impliquant rien de particulier dans le domaine de la gestion des territoires, ou qu'elle se fonde sur de stricts critères politico-administratifs (l'État décide d'attribuer le « statut » de ville à une localité) et donc sur des différences de fonctionnement ou de traitement.
