A partir d'une enquête qualitative auprès de 25 PME françaises, nous analysons la représentation qu'elles se font de leurs territoires et de leurs relations avec les collectivités locales dans le cadre d'une gouvernance durable. L'analyse textuelle effectuée indique que l'hypothèse d'un développement durable local impulsé par les PME ne semble pas à ce jour réaliste. En revanche, une co-construction formelle de ressources par le tandem PMEcollectivités territoriales impulsée par ces dernières semble pertinente à terme. Les PME sont en effet en attente d'un engagement fort, mais hétérogène, des collectivités.
Ce travail s’appuie sur deux enquêtes similaires menées sur un panel de PME françaises en Aquitaine et Loire-Atlantique en 2006 et 2009. Les entretiens ont porté sur les perceptions conjointes du territoire et du développement durable. Les résultats ne laissent pas entrevoir d’évolution notable malgré les Grenelle 1 et 2 adoptés dans l’intervalle. Toutefois, certains résultats sont encourageants dans la volonté d’implication locale des entreprises.
