To have software tools that facilitate the rapid development of applications and generate information systems is a requirement in a globalized world. Worldwide in the engineers training field it is basic to apply measurements and evaluations to the rapid design tools used to obtain applications faster and generate quality information systems in order to determine the best for this purpose. This paper revises MECRAD and proposes its introduction in the formation programs of engineers which is a methodology for the technical evaluation of the visual environments tools to generate information systems where this type of commercial products are evaluated using as reference basic elements of international standards. With this methodology one can evaluate and select in an effective and easy way, those tools and development platforms best suited to create applications in visual environments, in order to generate information systems with quality and sustainability. It is useful for higher education institutions, organizations, companies and system's end users, among others.

Al implementar un proyecto, los gestores de éstos se enfrentan a ciertas problemáticas en el desarrollo del mismo, debido a la falta de experiencia en el manejo de la información proporcionada por los participantes del proyecto, ya que no se obtiene una definición exacta entre lo que se desea y lo que se requiere hacer, dando como resultado, una mala interpretación de los requerimientos del proyecto, provocando que se carezca de las características fundamentales, que lo hacen apropiado para cubrir las necesidades de los usuarios. En este trabajo, se propone una metodología de un sistema organizador de requerimientos basado en las técnicas de ingeniería de requisitos y en estándares de la gestión de proyectos, que permita dar seguimiento y soporte a la planeación, y administración de los requerimientos de proyectos participantes en diversas convocatorias académicas emitidas por organismos patrocinadores para proyectos de tipo académico, se seleccionó como caso de estudio, convocatorias del programa PRODEP para el Desarrollo Profesional Docente, de la SEP (Secretaría de Educación Pública), de México. Este sistema permitirá entender y satisfacer las necesidades de los clientes, los proyectistas, para el seguimiento y control de sus proyectos, desde su inicio hasta el fin. La metodología de un sistema organizador de requerimientos permite asimilar las buenas prácticas docentes en las competencias de las áreas de Ingeniería de Requisitos, Calidad de la información, entre otras.
