En medio de la coyuntura definida por las directrices de la política internacional en materia de asentamientos humanos y ordenamiento territorial, en diciembre de 2019 fue publicado el Plan estatal de desarrollo urbano del estado de México (Gobierno del estado de México, [GEM], 2018a). Localizado en el centro del país, el estado de México es la entidad más poblada con alrededor de 17 millones de habitantes y una de las más dinámicas económicamente. En el discurso formal, se asume que este plan es resultado de la instrumentación de la Nueva Agenda Urbana, sin embargo, partimos del supuesto de que la actualidad instrumental y la política urbana son efectivamente discursivas y que, en los hechos, el plan se caracteriza por su obsolescencia, pero especialmente por su falta de legitimidad. Así planteado, nuestro objetivo es evaluarlo desde una perspectiva metodológica y normativa con énfasis en la participación. Examinamos evidencias de forma documental a la vez que, desde la observación no participante, documentamos el proceso de consulta del plan. Se esperaba un avanzado ejercicio participativo considerando la complejidad urbana del estado de México y la coyuntura de cambio, pero no fue así, en su lugar reunimos evidencias que demuestran la ausencia de consensos y la resistencia al cambio. Tanto los resultados de los foros de consulta como sus repercusiones hacia el proceso en conjunto se cuentan entre los principales hallazgos.
