<p>Este artículo propone reflexionar sobre algunos aspectos de la experiencia urbanística de la ciudad de Barcelona entre los años 1970 y 2000. La hipótesis central que se sostendrá es que las causas que permitieron superar las condiciones altamente deficitarias en que se encontraba esta ciudad en los 70 y lograr los rasgos de cohesión y urbanidad que hoy la caracterizan deben buscarse en:<br />* la existencia de un proyecto de ciudad,<br />* un marco regulador sólido pero también flexible,<br />* el acierto de estrategias y políticas en el momento y lugar apropiados,<br />* la adecuada elección de escalas y tipos de intervención en función de la capacidad<br />operativa de cada momento histórico,<br />* la coherencia y secuencia estable entre las intervenciones sucesivas,<br />* la actuación de personas con formación disciplinar alta, visión social clara y un<br />conocimiento profundo de la ciudad<br />* y el comportamiento reivindicativo de la sociedad.</p>
Pasados alrededor de 25 años del proyecto y ejecución de las Rondas de Dalt y del Litoral en Barcelona, se identifican cambios en los escenarios del proyecto y fenómenos posteriores, recurrentes a otras vías de circunvalación, como la disminución de las mejorías iniciales ofrecidas a la movilidad. Sin embargo, el proyecto sigue siendo sugerente por su propuesta de articulación de los desplazamientos de paso a través (característicos de los anillos de circunvalación) y los desplazamientos locales de irrigación de los barrios periféricos. A partir de una sección cambiante, flexible a los datos del territorio de implantación, su diseño redujo los efectos de corte habituales en estas infraestructuras y logró coser, vertebrar y formalizar los fragmentos que por entonces componían la periferia de la ciudad. Frente a nuevos escenarios de la ciudad metropolitana y a los desafíos de la movilidad actual, el proyecto merece ser revisado pues aporta nociones conceptuales de peso a las soluciones posibles. 25 years after the completion of “Las Rondas de Dalt y Del Litoral” in Barcelona, changes in the project’s scenarios and their posterior phenomena are readily identifiable. These changes are recurrent in the city’s bypass roads and the effectiveness of initial improvements that favored mobility has diminished over time. Nevertheless, the project remains relevant for its implementation of pass-through displacements (characteristic of Barcelona’s ring roads) and local displacements in peripheral neighborhoods. Starting with a dynamic section, flexible based on the data from the territory of implementation, the design reduced common issues with these types of infrastructures and was able to seamlessly structure and shape many fragments of the city that composed the periphery of Barcelona at that time. Faced with new scenarios in the metropolitan area and challenges in current mobility, this project deserves review once again as it provides conceptual insight that is relevant to possible solutions.
El artículo desarrolla los aspectos principales de la propuesta presentada por las autoras al Concurso Nacional de Ideas Proyecto Urbano Costero para la ciudad de Corrientes, Argentina. La formulación de la propuesta fue realizada desde una perspectiva crítica que se tomó la libertad de no responder las propias bases del Concurso, fundada en tres premisas estratégicas: el respeto por el paisaje cultural; un sistema de espacios públicos, accesibilidad universal y diseño sustentable y la primacía del interés público
El artículo expone un trabajo exploratorio realizado en ocho áreas seleccionadas del Gran Resistencia, que adoptó como parámetro de referencia el área central de Resistencia. La exploración muestra cambios operados en relación con el modelo urbano del área central y variaciones específicas en relación con indicadores urbano-ambientales adoptados para la investigación. Del análisis de las distintas situaciones se identificaron patrones de configuración territorial y se pudo avanzar en la tipificación de áreas urbanas deficitarias críticas en función de sus características urbano-ambientales. Estos avances permiten sostener con mayor certeza la necesidad de adoptar nuevos criterios de actuación para revertir los déficits habitacionales y mejorar las condiciones de vida en la periferia
