Las micro, pequeñas y medianas empresas representan un sector estratégico que aporta en forma significativa a indicadores de orden nacional relevantes en términos de nivel de empleabilidad, productividad y, en menor grado, innovación tradicional. En este trabajo, se muestra una investigación documental descriptiva efectuada a través de una revisión documental de fuentes primarias y secundarias en torno al tema vinculado con políticas de fomento empresarial en un periodo comprendido entre 1930 y 2018 para determinar factores comunes en las estrategias implementadas por distintos Gobiernos. A partir de la identificación de factores relevantes transversales entre programas de Gobierno, se hace un análisis estadístico con regresión lineal utilizando indicadores estratégicos generados por la Encuesta Nacional de Productividad y Competitividad Empresarial (ENAPROCE), realizada por el Instituto Nacional de Estadística y Geografía en el 2015. El motivo es validar la importancia de los factores que fueron apoyados por los planes de Gobierno para las mipymes en términos de las ventas reportadas, en donde se incluye el análisis de los datos estandarizados en valores absolutos sobre la base de variables relacionadas con las ventas reportadas en el periodo comprendido en la encuesta, el número de empresas que recibieron apoyos de Gobierno, impartieron capacitación, manifestaron ser proveedoras de Gobierno y que participaron en cadenas productivas. Los resultados obtenidos en el análisis de regresión lineal revelan que el monto del apoyo adquirido por el Gobierno, la pertenencia a cadenas productivas, así como los procesos y la inversión en la capacitación impartida son variables significativas para explicar el comportamiento de las ventas de las mipymes.
