Information and communication technologies (ICT) are present in almost all fields of human activity. The expansion of their use should be balanced by the results of the studies on the negative effects on the environment. The relationship between these technologies and the environment is relatively new. The application of environmental criteria is commonly referred to as green ICT or green computing. Awareness of the importance of the ecosystem has led to increased interest in its protection both in production and in consumption. Green ICT should be a major concern not only for the hardware and software producers but also for the users. They could stimulate the demand for less harmful products for the environment with an essential role in the after-sales stages. Companies can contribute to this process by resource efficiency, dematerialization, and minimizing e-waste, increasing recycling, and producing fewer CO 2 emissions. The decision to adopt green ICT depends on the expected benefits and investments. This decision depends on costs, competitiveness, financial support, managers and employees' characteristics and skills, legal regulations, supply, and demand. The contributions of the paper cover identifying, analysing and classifying general and specific determinants of green ICT adoption in organizations based on the literature in this field.
Cloud computing is a dynamic field of information and communication technologies (ICTs), introducing new challenges for environmental protection. Cloud computing technologies have a variety of application domains, since they offer scalability, are reliable and trustworthy, and offer high performance at relatively low cost. The cloud computing revolution is redesigning modern networking, and offering promising environmental protection prospects as well as economic and technological advantages. These technologies have the potential to improve energy efficiency and to reduce carbon footprints and (e-)waste. These features can transform cloud computing into green cloud computing. In this survey, we review the main achievements of green cloud computing. First, an overview of cloud computing is given. Then, recent studies and developments are summarized, and environmental issues are specifically addressed. Finally, future research directions and open problems regarding green cloud computing are presented. This survey is intended to serve as up-to-date guidance for research with respect to green cloud computing.
This paper aims to explore the most important disruptive technologies in the development of the smart city. Every smart city is a dynamic and complex system that attracts an increasing number of people in search of the benefits of urbanisation. According to the United Nations, 68% of the world population will be living in cities by 2050. This creates challenges related to limited resources and infrastructure (energy, water, transportation system, etc.). To solve these problems, new and emerging technologies are created. Internet of Things, big data, blockchain, artificial intelligence, data analytics, and machine and cognitive learning are just a few examples. They generate changes in key sectors such as health, energy, transportation, education, public safety, etc. Based on a comprehensive literature review, we identified the main disruptive technologies in smart cities. Applications that integrate these technologies help cities to be smarter and offer better living conditions and easier access to products and services for residents. Disruptive technologies are generally considered key drivers in smart city progress. This paper presents these disruptive technologies, their applications in smart cities, the most important challenges and critics.
The role of local and central public administrations in promoting sustainable development and building up a better future for society is essential. In order to fulfill this mission, employees in public administration sector must engage in long life learning processes, for the purpose of developing skills such as: anticipation, interdisciplinarity, diversity of perspectives, working with incomplete or complex information, participation in sustainable development processes, cooperation, individual decision-making capacities, empathy, solidarity, and self-motivation. The Education for Sustainable Development as a component of lifelong learning is, in this light, of utmost importance. In this spirit, this paper investigates what is the Romanian public sector employees’ perception of long life learning as an essential premise of Education for Sustainable Development, by analysing on the one hand the degree of digital maturity of public institutions in Romania, and on the other hand the interest of employees in such institutions to engage in Education for Sustainable Development function of the following disjunct behavioural/emotional states: Disappointment, Conflicts, Satisfaction/Contentment, Doubt, Exhaustion, Attachment.
Smart city is a complex system which faces multiple challenges to support a sustainable socioeconomic development and improving the quality of living. Building smart cities is a challenge and an imperative solution for optimizing resources availability and distribution processes in the context of massive urbanization. Although, many aspects shape the development of smart cities, the study aims to examine the importance of research and development (R&D) investments, the patent applications, employed information and communication technology (ICT) specialists, gross domestic product (GDP) and poverty reduction in making cities "smart". According to our research objective and developed hypothesis, several data analysis have been used: Principal Component Analysis (PCA), Pearson correlation coefficient and Hierarchical clustering tested on 26 European Member states. Our results show that all the above elements are imperative in supporting a long-term city growth and development.
