Private forest owners' involvement in forest management has been frequently examined through the attitudes, values, beliefs, objectives and motivations associated with owning and managing forestland. Owners' views on forest management do not always align with those of policymakers who believe forest owners do not actively manage their forests. However, empirical studies on forest owners' conceptualisations of forest management are scarce. To determine how private forest owners in Europe conceptualise forest management, a survey (n = 1,140) was undertaken in seven European countries (Portugal, France, the United Kingdom, the Czech Republic, Slovenia, Slovakia and Romania). The owners were asked to indicate their level of agreement with 19 pretested statements defining forest management on a five-point Likert scale. Classification and regression trees were used to explain the major factors that influenced owners' conceptualisations. Owners primarily conceptualised forest management as preserving forests for future generations and considered "a good business opportunity", "an opportunity to earn additional money" or a "source of subsidies" less important. Their understanding of forest management as a mixture of forest maintenance, ecosystem stewardship and economic activity does not match with alleged policy makers' views. Property size, age and Eastern/Western countries were the most relevant predictors of definitions of forest management. Small-scale forest owners from Western Europe considered ecosystem orientation more important, while owners from Eastern Europe considered economic aspects and forest maintenance more important. These differences might be associated with the socio-political system dynamics in Europe in the 20 th century and changing values in postmodern society. Policymakers must be aware of the different forest management paradigms among forest owners in Eastern-Central and Western Europe when designing European forest policies.

Grid-based inventories of 1,924 deciduous forests plots in Germany and 4,775 in Romania were used to investigate tree species composition as affected by browsing and grazing under different forest management (rotation forestry, selectively cut forest, protected forest). At regional scale, the loss of tree species in the dominant layer was between 52 to 67% in Germany and of 10 to 30% in Romania, with largest effects in protected nature reserves in Germany. At plot level, only 50% (Germany) to 54% (Romania) of canopy species were found in the regeneration layer with a height of 1.5 m. Browsing was influenced by the proportion of Fagus in the regenerating trees in Germany, and by stand density, basal area, and management in both regions. Structural equation modeling explained 11 to 26% of the variance in species loss based on the fresh loss of the terminal bud in the winter prior to the inventory work (one season browsing). Browsing (and grazing in Romania) is shown to be a significant cause of species loss across both countries and all management types. Potential cascading effects on other organisms of deciduous forest ecosystems are discussed. We conclude that the present hunting practices that support overabundant ungulate populations constitute a major threat to the biodiversity of deciduous forests in Germany and Romania and to other places with similar ungulate management, and that changes my only be possible by modernizing the legal framework of hunting.
This study analyses the linkages between private forest owners' perceptions of forest management, and their affinity for subsidies, in a range of European countries. Society increasingly requires the provision of ecosystem services from forests, but the willingness of forest owners to redirect management goals from wood production to the provision of public goods is crucial for sustaining ecosystem services. EU incentives in the forestry sector are still mainly oriented towards an anthropocentric vision of forest management. Forest owners and managers are diverse, and although many efforts have been made to understand the role of forest subsidies in private forest management, it is still necessary to analyse the different perspectives on forest subsidies with a regional comparative approach. This paper explores European private forest owners' affinity for subsidiesthrough survey data at European leveland estimates an ordered probit model to (i) analyse how private forest owners in Europe respond to subsidies in forestry, including regional differences in terms of affinity for subsidies, (ii) characterise the factors that influence these responses and (iii) discuss lessons learned related to forest owners' attitudes on subsidies and the implications for introducing similar kind of incentives such as payments for ecosystem services. Simulations were conducted to examine the potential effects of changes in property fragmentation or the time allotted to forest activities. Forest owners with an utilitarian view of forest management, bigger forest holdings, full or part-time farmers and forest owners from East Europe are most in favour of forest subsidies. Property fragmentation and absenteeism decreases affinity for subsidies.
A study has been undertaken to investigate the extent to which poverty is a determinant (final cause) of illegal logging, and to identify valid short-term policy variables for the control of illegal logging in Central and Eastern European (CEE) countries. The study identifies the main features of illegal logging and forest-related and rural-related conditions in the CEE region, and uses principal components analysis and cluster analysis to obtain a typology of the CEE region according to the above conditions. Regional differences within Lithuania and Romania are specifically examined. The analysis reveals that the occurrence of illegal logging is explained by poverty, but also by the reform on land ownership and by weak law enforcement. Implications of these results for policies to cope with the illegal logging phenomenon are discussed.
Despite the fact that the institutional environment is acknowledged to influence the implementation of regional adaptations of forest management to climate change, there are few empirical studies addressing the institutional factors and opportunities of adaptation. Using Ostrom's institutional analysis and development framework, we aimed to identify: (1) the critical and distinctive characteristics of the forest resource and institutional context that may determine how climate change-adaptive forest management measures are implemented and (2) the opportunities for implementing the planned adaptation measures. The analysis is performed on ten European case study regions which differed in many resource-dependent factors, policy arena factors and incentives for changes. The main factors influencing the adaptation are the ownership pattern, the level of policy formation and the nature of forest goods and services. Opportunities for adaptation are driven by the openness of the forest management planning processes to the stakeholders participation, the degree to which business as usual management is projected to be non-satisfactory in the future, and by the number and nature of obstacles to adaptation. Abstract. In this opinion paper we investigate the effects of forest management on animal and plant biodiversity by comparing protected areas with intensively and extensively managed forests in Germany and in Romania. We want to know the extent to which differences in diversity of Romanian compared to German forests are based on management. The number of tree species was not different in protected and managed forests ranging between 1.8 and 2.6 species per plot in Germany and 1.3 and 4.0 in Romania. Also herbaceous species were independent of management, ranging between 13 species per plot in protected forests of Romania and 38 species per plot in German coniferous forest. Coarse woody debris was generally low, also in protected forests (14 to 39 m3 ha−1). The main difference between Romania and Germany was the volume of standing dead trees (9 to 28 m3 ha−1 for Romania), which resulted in larger numbers of forest relict saproxylic beetles independent of management. Large predators (wolves, bears and lynxes) are only found in regions with low human intervention. Thus, we identified a "cut and leave" type of management in Romania, in which clear-felling of forest are followed by long periods of no human intervention. Forests managed in the "cut and leave" mode contained the highest diversity, due to a natural succession of plant species and due to habitat continuity for animals. In Germany intensive management eliminates poorly formed tree individual and species of low market value during stand development. Forest protection does not ensure the maintenance of more light demanding key species of earlier stages of succession unless competition by shade-tolerant competitors is reduced through disturbances. We compare the economics of intensive and extensive management. The "cut and leave" mode delivers less wood to the wood market, but saves expenses of tending, thinning and administration. Thus the net income could be quite similar to intensive management at a higher level of biodiversity. Our analysis suggests that forest protection per se does not yet ensure the maintenance of species. Clear-felling followed by natural succession may even be superior to the protection of old growth forests, regarding biodiversity. Further research is needed to substantiate this hypothesis.
