The Indonesian government has made various efforts to increase global competitiveness. One of which is through increased innovation. In doing so, it should be integrated within a system to ensure its implementation and sustainability, with actors, institutions, interaction relationships and productive processes that influence the direction of development, speed and diffusion of innovation. Its implementation in the regions is known as the regional innovation system, which is an integral part of the national innovation system. This paper aims to describe the implementation of the innovation system in terms of regulation, implementation, monitoring and evaluation. The method used is desk study, by analyzing secondary data descriptively according to related topics. Based on the literature review, it is known that the implementation of innovation in Indonesia runs within a national innovation system. The implementation of innovation in the central and local governments is based on the law and regulations underlying the innovation system in Indonesia. Programs and activities are carried out to support the implementation of innovation, such as the implementation and strengthening of the Regional Innovation System (SIDa), the construction of a Science Techno-Park, and the assessment of the regional innovation index. The preparation of the SIDa Roadmap was carried out as one of the strengthening steps to create a conducive innovation system. One form of monitoring and evaluation carried out by the central government on implementing innovation is through the measurement of the regional innovation index, where awards and guidance are given to regions based on their innovation predicate. Local governments need to prepare an innovation database as a strategic step in developing innovation, intellectual property and information, as well as encouraging the growth and development of a culture of innovation through education, training, appreciation, and innovation campaigns. Abstrak Pemerintah Indonesia melakukan berbagai upaya untuk mendorong peningkatan daya saing global. Salah satunya melalui inovasi. Untuk menjamin pelaksanaan dan keberlangsungan inovasi, maka inovasi dijalankan dalam suatu sistem, dimana di dalamnya terdapat pelaku, kelembagaan, hubungan interaksi dan proses produktif yang mempengaruhi arah perkembangan, kecepatan dan difusi dari suatu inovasi. Pelaksanaannya di daerah dikenal dengan istilah sistem inovasi daerah, merupakan bagian integral dari sistem inovasi nasional. Tulisan ini bertujuan untuk menggambarkan bagaimana pelaksanaan sistem inovasi, dari segi regulasi, implementasi, monitoring dan evaluasi. Metode yang digunakan adalah desk study, dengan menganalisis data sekunder secara deskriptif sesuai dengan topik bahasan terkait. Berdasarkan telaah pustaka yang dilakukan, diketahui bahwa pelaksanaan inovasi berjalan dalam suatu wadah sistem inovasi nasional. Secara regulasi, sudah terdapat peraturan yang menjadi payung hukum pelaksanaan inovasi di tingkat pusat dan daerah. Banyak program/kegiatan yang dilakukan untuk mendukung pelaksanaan inovasi, seperti pelaksanaan dan penguatan Sistem Inovasi Daerah (SIDa), pembangunan Science Tecno-Park, dan penilaian indeks inovasi daerah. Penyusunan Roadmap SIDa dilakukan sebagai salah satu langkah penguatan untuk menciptakan sistem inovasi yang kondusif. Salah satu bentuk monitoring dan evaluasi yang dilaksanakan pemerintah pusat terhadap pelaksanaan inovasi adalah melalui pengukuran indeks inovasi daerah, dimana penghargaan dan pembinaan diberikan kepada daerah berdasarkan predikat inovasinya. Pemerintah daerah perlu melakukan penyusunan basis data inovasi sebagai langkah strategis pengembangan inovasi, dan juga pengembangan kekayaan intelektual serta informasi, serta mendorong tumbuh kembang budaya inovasi melalui jalur pendidikan, pelatihan, apresiasi, dan kampanye inovasi.
To realize effective governance, the central government has issued a policy to simplify the bureaucracy. One of these policies is implemented by equalizing Administrative Positions (JA) to Functional Positions (JF). The Provincial Government of South Kalimantan has followed the mechanism for equalizing JA to JF following the provisions of the applicable laws. However, in its implementation, it is still partially done. The equalization of JA to JF has been carried out by four agencies, namely Bappeda, Balitbangda, Dispersip, and DPMPTSP, with the number of JAs being equalized to as many as 32 people. The problem faced by the South Kalimantan Provincial Government after the implementation of equalization is that the work system needs to be adjusted. In addition, implementing a policy that is still partial creates jealousy, inequality and work demotivation. This also impacts the irrelevance of the job made and approved by the Ministry of Home Affairs to be implemented at the next inauguration due to mutations, promotions, and retiring employees. Related to this, the provincial government must immediately make (1) adjustment to the work system, which includes adjustment of work mechanisms and business processes as stated in PermenPAN-RB RI Number 7 of 2022 concerning Work Systems in Government Agencies for Bureaucracy Simplification, (2) Preparation of guidance maps /mapping of JF training and development priorities in each regional apparatus, especially for JF who must have certification at the JF that is being supervised, (3) Conducting consultations and rearranging the JA map that will be aligned by providing opportunities for JAs who will be equalized to then choose JFs that are in demand and adapted to the needs of the organization, (4) related SKPDs to conduct intensive and pro-active guidance in conducting training on equalization JFs in their respective SKPDs and accelerating the internalization of changes in ASN management policies. Pemerintah pusat dalam rangka mewujudkan tata Kelola pemerintahan yang efektif, telah mengeluarkan kebijakan penyederhanaan birokrasi. Salah satu kebijakan tersebut dilaksanakan melalui penyetaraan Jabatan Administrasi (JA) ke Jabatan Fungsioal (JF). Pemerintah Provinsi Kalsel telah mengikuti mekanisme penyetaraan JA ke JF sesuai dengan ketentuan perundangan yang berlaku, namun dalam pelaksanaannya masih dilakukan secara parsial. Penyetaraan JA ke JF telah dilaksanakan terhadap 4 SKPD, yaitu Bappeda, Balitbangda, Dispersip, dan DPMPTSP, dengan jumlah JA yang disetarakan adalah sebanyak 32 orang. Permasalahan yang dihadapi Pemprov Kalsel setelah pelaksanaan penyetaraan adalah belum adanya penyesuaian sistem kerja. Selain itu Pelaksanaan kebijakan yang masih parsial juga menimbulkan kecemburuan, kesenjangan dan demotivasi kerja bagi JF penyetaraan. Hal tersebut ini juga berdampak pada tidak relevannya peta jabatan yang telah dibuat dan disetujui oleh Kementerian Dalam Negeri untuk dilaksanakan pada pelantikan selanjutnya karena adanya mutasi, promosi, dan pegawai yang pensiun. Terkait hal tersebut, pemprov harus segera melakukan : (1) penyesuaian sistem kerja yang meliputi penyesuaian mekanisme kerja dan proses bisnis seperti tertuang dalam PermenPAN-RB RI Nomor 7 Tahun 2022 tentang Sistem Kerja pada Instansi Pemerintah untuk Penyederhanaan Birokrasi,(2) Penyusunan peta pembinaan /pemetaan prioritas pelatihan dan pengembangan JF pada masing-masing perangkat daerah, terutama bagi JF yang harus memiliki sertifikasi di JF yang diampu, (3) Melakukan konsultasi dan penyusunan ulang peta JA yang akan disetarakan dengan memberikan kesempatan bagi JA yang akan disetarakan untuk selanjutnya memilih JF yang diminati dan disesuaikan dengan kebutuhan organisasi, (4) SKPD terkait agar melakukan pembinaan secara intensif dan pro aktif melakukan pembinaan terhadap JF penyetaran di SKPD nya masing-masing dan mempercepat internalisasi perubahan kebijakan manajemen ASN.
Warung is a substitute for the traditional markets for the people of South Kalimantan. The warungs were usually located in the middle of the neighborhood. Several previous studies indicate that the number and income of warungs have continued to decline since the entry of modern retails in South Kalimantan. The objectives of this study were to analyze the impact of modern retails towards warungs and analyze the implementation of the modern retail regulations in South Kalimantan. The method used is mixed methods with qualitative and quantitative approaches. The study findings suggest that modern retailers have tendencies to cause a decline in income to the point of bankruptcy of warungs. Some regulations specifically regulate the existence of franchised minimarkets but do not regulate the warungs specifically. Therefore, there is an urgency to review permits regulations and rules of modern retail locations, local government intervention to improve competitiveness, and facilitation of capital assistance. Abstrak Warung tradisional merupakan pilihan tempat berbelanja selain di pasar tradisional bagi penduduk setempat. Beberapa penelitian sebelumnya menyebutkan bahwa omzet warung tradisional menurun sejak kemunculan minimarket waralaba yang mulai menggeser posisi warung tradisional di Kalimantan Selatan. Penelitian ini bertujuan menganalisis pengaruh yang ditimbulkan oleh minimarket waralaba terhadap warung tradisional, serta menganalisis regulasi dan implementasi tentang penataan minimarket warlaba di Kalimantan Selatan. Metode yang digunakan yaitu mix methods dengan pendekatan kualitatif dan kuantitatif. Hasil penelitian menunjukkan bahwa keberadaan minimarket waralaba berpotensi menimbulkan pengaruh negatif, yaitu penurunan omzet hingga penutupan usaha. Terdapat regulasi yang khusus mengatur keberadaan minimarket waralaba, akan tetapi tidak mengatur tentang keberadaannya terhadap warung tradisional. Berdasarkan hasil tersebut maka diperlukan peninjauan kembali regulasi terkait izin pendirian dan penataan lokasi minimarket waralaba, intervensi pemerintah daerah untuk meningkatkan daya saing, serta fasilitasi bantuan modal.
Based on Law Number 25 Year 2009 regarding Public Services, every public service provider is demanded to always improve the quality of its services. One effort to meet the need to improve service quality is to carry out a Community Satisfaction Survey (SKM), where the implementation has been regulated in Permenpan No. 14 of 2017. SKM in this study was conducted at the Regional General Hospital (RSUD) Pambalah Batung Amuntai, Hulu Sungai Utara Regency (HSU). SKM is conducted to be able to measure and analyze the Community Satisfaction Index. Descriptive methods with qualitative and quantitative approaches (mix method) were used in this research. The results of data analysis showed that the IKM of Pambalah Batung Amuntai Hospital was 78.24, which is rated as "Good" category. Service elements that must be improved (poor category) are service time, complaint handling, facilities and infrastructure. The recommended strategic steps are making improvements in accordance with the recommendations in the 2018 SKM report and improving performance especially in elements that are less well categorized. Kata Kunci: Survei Kepuasan Masyarakat, Pelayanan Publik, RSUD Pambalah Batung Amuntai Abstrak Berdasarkan Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik, setiap penyelenggara pelayanan publik dituntut untuk selalu memperbaiki kualitas pelayanannya. Salah satu usaha dalam rangka memenuhi kebutuhan perbaikan kualitas pelayanan tersebut adalah dengan melaksanakan Survei Kepuasan Masyarakat (SKM), dimana pelaksanaanya telah diatur di dalam Permenpan Nomor 14 Tahun 2017 tentang Pedoman Penyusunan Survei Kepuasan Masyarakat Unit Penyelenggara Pelayanan Publik. SKM dalam kajian ini dilakukan di Rumah Sakit Umum Daerah (RSUD) Pambalah Batung Amuntai, Kabupaten Hulu Sungai Utara (HSU). SKM dilakukan untuk mengukur dan menganalisa Indeks Kepuasan Masyarakat (IKM). Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dan kuantitatif (mix method). Hasil analisis data menunjukkan bahwa IKM RSUD Pambalah Batung Amuntai adalah 78,24, berada pada kategori “Baik”. Unsur pelayanan yang harus diperbaiki (kategori kurang baik) adalah waktu pelayanan, penanganan pengaduan, dan sarana prasarana. Rekomendasi langkah strategis yang perlu dilakukan adalah melakukan perbaikan sesuai dengan saran dalam laporan SKM tahun 2018 dan melakukan peningkatan kinerja terutama pada unsur dengan kategori kurang baik. Toddlers in Indonesia experience a double burden problem, some children are obese but others experience stunting, emaciation, and malnutrition. Nutritional problems if not addressed will cause the Indonesian nation can experience a lost generation. The occurrence of malnutrition can be prevented if the root cause of the problem in the community concerned can be known, so that overcoming the problem of nutrition can be done more fundamentally through handling the root of the problem. The purpose of this study is to identify the causes of malnutrition, identify the implementation of efforts to overcome malnutrition, and formulate strategies to overcome malnutrition in South Kalimantan. This research is a descriptive study with a combination method combining qualitative and quantitative approaches. The results showed the number of malnutrition in South Kalimantan that was found in 2018 to September was 95 cases. Cases of malnutrition were found mostly with non-clinical symptoms. Most cases of malnutrition found with clinical symptoms are marasmus. Most of the cases in 2018 were caused by poverty + poor parenting + lack of sanitation. Efforts to combat malnutrition in South Kalimantan are not only carried out by the health department but also supported by cross-sectors which are included in sensitive interventions, including social services through PKH programs and non-cash direct assistance (literature, basic food distribution, business capital assistance, home rehabilitation) not living) and also the food security department through KRPL and CPP programs, and others. However, coordination between related agencies in managing malnutrition problems, especially at the district / city level, is still not optimal. High commitment from regional leaders is needed for the integration of all related sectors.
