In 2020, just before measures were established by governments to minimize the spread of SARS-CoV-2, such as social distancing, quarantine, lockdowns, and internal movement restrictions, people began to buy some products in quantities much superior to their regular needs. This behavior is called panic buying and is a typical human response in times of crisis and uncertainty. This study compares retail sale levels during the period in which panic purchases occurred to the sales levels before and after that period. We analyzed the sales of five groups of products from 144 stores of two major retailers in São Paulo, Brazil. Several regression models were used to evaluate the data obtained from demographic information, actual sales, per capita income, and product sales transactions. The results show that sales before, during, and after the panic buying period varied according to the product type and increased according to the average per capita income of each store’s influence area. These results may assist policymakers in introducing public policies and managing resources during a crisis that requires social distancing and lockdowns.
RESUMOO trabalho proposto visa fornecer novos subsídios à questão da definição de Regiões Urbanas Homogêneas (RUHs), testando a viabilidade de uma variável ainda não explorada no Brasil: a mobilidade pendular. Para tanto, um estudo de caso foi desenvolvido no estado de São Paulo. Com a aplicação de técnicas de estatística espacial sobre os dados de viagens de entrada e de saída observados nos municípios e a construção de Box Maps, foi possível confrontar os resultados com a delimitação das RUHs oficiais. Os resultados obtidos traduzem as inter-relações dos municípios dentro das RUHs, uma vez que as áreas atrativas aparecem margeadas por áreas periféricas e destacam importantes centros regionais, que podem futuramente constituir núcleos de aglomerações urbanas. ABSTRACTThe proposed paper aims to provide new subsidies to the definition of Functional Urban Regions (FURs), testing the viability of a variable not yet explored in Brazil: commuting flows. Thus, a case study is developed in the state of São Paulo. With the application of spatial statistics techniques on travel data and construction of Box Maps, the results were compared with the limits of the official FURs. The obtained results reflect the interrelations among municipalities within the FURs, since attractive areas appear next to peripheral areas and highlight important regional centers, which can be the core of conurbations in the future. Segundo o IBGE (Instituto Brasileiro de Geografia e Estatıśtica), as áreas urbanas abrigam mais de 81% da população total do Brasil. Essa concentraçaõ demográfica está vinculada à tendencia crescente de ocupação das cidades, que naõ se restringe apenas a munıćipios isolados, tendo em vista que se desenvolve em regiões adjacentes e contıńuas. Esse caráter conduz à formação de grandes áreas urbanas, como as regiões metropolitanas e aglomerações urbanas, aqui tratadas de maneira geral como Regiões Urbanas Homogeneas (RUHs). Nesse sentido, uma das dificuldades dos planejadores e gestores urbanos é a definição (ou delimitaçaõ) dessas regiões para fins de polıticas de desenvolvimento e resoluçaõ de problemas na escala metropolitana.Um aspecto proeminente desse processo de ocupação urbana é a mobilidade pendular.
