The improvement of urban systems based on the active use of information technologies, which is necessary to achieve these goals, requires specialists with appropriate qualifications. This article uses a methodological approach to the study of human resource development from the perspective of two-way communication between producers and consumers of an innovative product. The educational, structural-industry and information technology aspects of development are considered. The results of the analysis are presented, and the methods of partnership cooperation between higher educational institutions and representatives of the business community in the construction and housing and utilities sectors are identified. The experience in the field of training and retraining specialists in construction specialties with elements of student research has been synthesized. The prospects for improving the system of personnel training in the field of housing and communal services are identified. A SWOT analysis of the strengths and weaknesses of urban modernization has been carried out. Among the weaknesses, the failure of highly qualified specialists was revealed. Among the threats is the absence of a legislative and methodological framework in many areas of housing and communal services reforming. In the annex to the concept of “smart cities”, Rohmer’s model is considered, confirming the primary role of human resources in reforming and further operating the urban infrastructure. It is shown that the success of the initiative of a smart city depends on personnel, processes and technologies.
The received view has it that genres are subject to historical changes with respect to their functional and language features. The purpose of this article is to examine changes in the evaluation language employed in the genre of British job advertisement, in this way revealing shifts and developments in this type of discourse practice. Drawing on evidence from the corpus of job advertisements published in the Times, the national British newspaper, in the period between 1896 and 2006, this paper proposes an analysis of evaluative language usage in three collections of job advertisements from late nineteenth, middle twentieth centuries, and the 2000s. The regularities present in the data were calculated manually for every period under consideration. The comparative analysis of the data obtained for each of the synchronic layers introduces diachronic perspective into the study by revealing changes in evaluative language throughout the periods as they are reflected in an average ratio of adjectives per text, distribution of evaluative and descriptive adjectives, frequency of the entities evaluated and semantic variation of the adjectives used to evaluate entities. The aim of the study is to understand the changing role of evaluation in the genre, the way evaluative adjectives work, the role they play in persuading the applicant.
Regional development determines the development of society as a whole, taking into account the peculiarities of its potential. Human potential in its various aspects is characterized as the basis for development, including socioeconomic. This article proposed a methodological approach to the formation and development of human potential, based on the dual nature of this category. Human potential is positioned as the ultimate goal and as a means of achieving the goals of socioeconomic development. A meaningful distinction has been made between the characteristics of human potential and human capital, taking into account their categorical essence and the essence of their related categories. The features of the position of human potential in the region strategic development in terms of its formation and implementation are determined. The dual character is revealed in the essence of the studied category in the application to the education system. The features of the relationship of human potential and innovative socioeconomic development of the region are investigated. The results of the analysis of completed and running investment projects in the Voronezh region are presented. The fundamental research, technological development and production interaction model has been improved taking into account the characteristics of the human potential of the region as an example of the Voronezh region. The directions of the human potential formation and realization of the Voronezh region are methodologically grounded taking into account its development strategy.
Abstract. Modern urbanization processes occurring on a global scale inevitably lead to an increase in population density in large cities. People assess the state of life quality and living standards of megalopolises under conditions of high-rise construction development ambiguously. Using SWOT analysis, the authors distinguished positive and negative aspects of high-rise construction, highlighted threats to its development and its opportunities. The article considers the model of development of the city's industry and infrastructure, which enables determining the optimal volume of production by sectors and branches of city economy in order to increase its innovative, production and economic potential and business activity.
