Les fonds souverains, qui sont des acteurs publics mis en place pour gérer d’une façon plus moderne les réserves en devises de plusieurs pays, ont souvent investi dans des valeurs sûres comme les titres publics ou les obligations corporate . Cependant, le changement du contexte mondial des années 2000, caractérisé par des rendements obligataires faibles les a poussés, comme tous les investisseurs de longs terme, à diversifier leurs placements et à intégrer dans leurs portefeuilles des actifs alternatifs offrant souvent des profits exceptionnels mais couplés à des niveaux de risque assez importants. La crise financière de 2008 a occasionné des pertes considérables pour tous ceux qui ont investi dans cette classe d’actifs, y compris les fonds souverains. Mais ces derniers restent positionnés sur ces actifs risqués, estimant qu’ils restent une valeur refuge surtout après la tourmente causée par la crise de la dette souveraine. The increase in the frequency of terrorist attacks and the availability of data has enhanced the interest of economists in analysing this phenomenon and studying its impact on the economy. Besides the loss of lives, terrorism can seriously strain public finance. Indeed, these events promote the increase of national security expenditures which leads either to the reallocation of public resources with a fall in productive investment or to an increase in the sovereign debt. Furthermore, terrorist attacks affect financial markets and lead risk premium escalation, thus increasing government borrowing cost. This paper tries to examine the causal relationship between terrorism and public debt for 19 developed and developing economies, frequently affected by terrorism attacks, for the period of 2002–2017. Due to the presence of cross-sectional dependence in the panel, we employ the Pesaran’s Cross-sectionally augmented Im-Pesaran-Shin test to ascertain unit root properties. The Westerlund cointegration test indicates the presence of a long-run association between terrorism and public debt estimated through the augmented mean group method. We show that an increase in the Global Terrorism Index can impact public debt more in MENA than in Western countries. L’envolée du prix du pétrole au début des années 2000 a encouragé les pays exportateurs de l’or noir à créer des fonds souverains pour gérer d’une façon moderne leurs excédents en devises. Parmi les fonds les plus riches et les plus dynamiques on trouve les fonds arabes qui ont volé au secours de plusieurs institutions internationales pendant la dernière crise financière. Mais au-delà du rôle de sauvetage des grandes entreprises et institutions financières, assuré à court terme, ces fonds souverains sont supposés jouer un rôle capital dans le développement des économies émergentes, notamment dans la région MENA.
