A trianoni békediktátum által sújtott Magyarország a légvédelme megszervezése tekintetében nehéz helyzetben volt, mivel a megcsonkított magyar hazánk jelentős ipari centrumai 1/4 órás repülés után már elérhetőek voltak a szomszédos kisantant országok területéről. Szüksége lett volna Magyarországnak a légierővel és a légvédelemmel kapcsolatos technikai fejlesztésekre, ezeket azonban a ránk kényszerített békediktátum nem tette lehetővé. A kormány igyekezett kihasználni a szűkös mozgásterét, különböző áthidaló megoldásokra tett kísérletet. Ezek azonban a valódi légvédelmet nem tudták pótolni. Arra azonban jók voltak, hogy világossá vált milyen szervezetre, milyen eszközökre és mennyire van szükség a korszerű légvédelem létrehozásához.
The Hungarian capital was not hit by an air attack until September
1942. At the time of the First Vienna Award, the attack on Yugoslavia and
the entry into the war against the Soviet Union, there were air raid alarms
in Budapest, but no bombing took place. In August-September 1942, the
Soviet strategic air force launched attacks against Berlin and the capitals
of the satellite states of the Third Reich. Budapest was bombed on the
night of September 4 and 9. A total of 122 machines participated in the 2
campaigns. The Soviet planes flew 1,400–1,500 km from their base to the
Hungarian capital, both times in bad weather conditions, so only half of
the planes reached the destination. The bombs dropped from a great height
without precise targeting caused only minor material damage, the personal
loss was 18 dead and 84 wounded. The first attack hit Budapest
unexpectedly. Until now, the Hungarian capital lived in the deceptive
illusion that nothing bad could happen to him. At the time of the second
attack, the military air defence and civil air raid precaution were already
better prepared. In the following weeks, additional defensive measures were
taken, but no further bombing occurred until 1944.
A Magyar Királyi Csendőrség ugyan nem kapott központi szerepet a polgári légoltalom megszervezése, kiépítése terén, de a második világháború időszakában saját közbiztonsági teendői ellátása, a vidéki települések légi támadás elleni védelmével kapcsolatos sokirányú feladatai elvégzése révén széles körben bekapcsolódott a légoltalmi tevékenységbe. Jelentős mértékben hozzájárult az ellenséges légitámadások okozta károk és személyi veszteségek megelőzéséhez, illetve csökkentéséhez, a közbiztonság fenntartásához, a gazdasági tevékenység és a hétköznapi élet menetének fenntartásához.
In the 1910-s, press flourished in Hungary. However, as a result of the political crisis preceding the World War, then the outburst of the war, there were significant restrictions introduced in the field of the press, while after the start of the fights, compulsory censorship was introduced. The Military Supervisory Commission was taking over the control of mass communication to an ever increasing extent. Publishing papers infringing military interests with their news were suspended for shorter or longer periods. The newly set up Press Command Post fulfilled the tasks of publishing military information and supervising war coverage. This organisation not only provided newscasts, but also monitored the international press and involved the representatives of the most varied art forms (writers, painters, even film producers) in the war propaganda. In the heartland, interest towards military events and at the front, towards home conditions increased more and more, however, the information flow was considerably restricted both here and there. Due to the prolongation of the war, and the increase in difficulties and losses, the role of the propaganda activity performed among the soldiers and within the heartland became more and more important. Many people considered that all-in propaganda, also received a decisive role in the all-in war.
