No Child Left Behind reinforced using test-based accountability to raise achievement, yet the U.S. has fallen further behind on international assessments of student learning since the law was passed in 2001. On the Program in International Student Assessment (PISA) tests in 2006, the U.S. ranked 35th among the top 40 countries in mathematics and Assessment for Learning Around the World WHAT WOULD IT MEAN TO BE INTERNATIONALLY COMPETITIVE? High-performing nations integrate curriculum, instruction, and assessment to improve both teaching and learning.
