The TMN-based approach makes it possible to pursue the integrated management technology which makes the network manager easily recognize the relations between lower speed transport network and higher speed transport network. The super-high speed transport network is to be deploying which connects down to the various tributary networks. In this paper, an agent-manager scheme for managing effectively the relation of this tributary layered transport networks is proposed. The purpose of it is to propose the server role on the agent for the effective relational management based on the common management information model on transport network nodes. Furthermore, the effectiveness of the integrated management and the engineering point on this agent-manager design are described.Recently developed transmission equipment as a broadband digital cross-connect system and 155Mbps(STM-1)-10Gbps(STM-64) systems contained the TMN agent function and developed the ITU-T M.3100 and G.774 series [1] [2].The area of the technology of this issue is the area of telecommunication network management. There are many subareas in this area. In high-speed optical transport network of which constitution technology is different from the other telecommunication network, lower speed network is connected to higher speed network through sub-network layers. The lower speed network below is connected to the above higher speed network by a tributary network, and is assigned according to the bandwidth of the transport service. The traditional technology compares and analyzes the correlation manually depending on the operator information by extracting management information from each system unit or each subnetwork unit management. In this traditional method, time and cost for the operation and maintenance as well as the
