The accession of Lithuania to the European Union made transport one of the most important branches of national economy. Presently, economic development is hardly possible without an efficient transport system (providing both local and international transportation). The operation of industrial, construction and agricultural enterprises as well as work efficiency and a public opinion largely depend on the reliability and effective performance of transport systems which is not possible without qualified transport managers. The paper presents requirements raised for controlling the abilities and level of educating specialists in Transport Management and introduces employee assesment at student skills. Specialists in Transport Management are trained at vocational and higher schools of Lithuania. Experts in the field of Transport Management are trained at two university‐level higher schools in Lithuania (Bachelors, Masters and Doctors) including Vilnius Gediminas Technical University and The General Jonas Žemaitis Military Academy of Lithuania (the introduced higher schools are located in Vilnius, the capital of Lithuania). Although both study programmes taught at the above mentioned higher schools cover the area of Transport Management, they have some differences discussed in the paper. A brief survey of admission to Lithuanian higher schools is analyzed in the article. Some statistical data on the popularity of study programmes chosen by the applicants participating in the joint admission programme to Lithuanian higher schools is presented in the article. Also the popularity of the study programmes of Transport Management (competition, competitiveness indices and average competitive marks and motivation indices) available at two higher schools of Lithuania is described.
Global economical, social and cultural processes raise new challenges for management of human resources. That's way business needs is not a formal teaching, not diplomats, degrees, names, but effective education, which may secure full-rate competitiveness in modem economy's days. Competitive ability of the companies is close bound with company's management's activity's effectiveness, to have new opinions of management. If transport companies really want to form competitive companies personal, their must consequently apply all opportunities to change managers' managements' attitudes. Nowadays the main attention must be concentrate on the qualitative personal preparation, because for developing economical market nowadays it is necessary new specialists, who could to understand free-market working, to understood theory of modem economy and practice of business, also be able to communicate and collaborate with inward and other countries partners. Reaching this purpose, high schools must appreciate market's demands and regularize them with studies programs'. In other way graduates of transport management will have big problems with lack of practice and personal skills, which prevent guarantee equal conditions of employ, comparing with specialists which have experience. Evaluating possibilities transport management specialists' competitive ability it is necessary to research demands of transport market and to compare if transport management graduates equally understand situation in transport sectors as it is in reality. In this case it is important to research what are competitive abilities of transport management specialists in transport sector after graduating. Recently, very important are ability to adjust to changeable demands of market and, how transport management specialists cant apply theoretical skills in real practical work. This article shows that, there are some differences between situation in Lithuania and in Estonia transport management students' preparation, but herewith the students' opinions about their preparation are quite the same, and they agree that it is necessary to educate competitive ability. So in this article was researched evaluation of Lithuania and Estonia transport management specialists competitive ability possibility.
Information exchange and making business transactions via the Internet and E-mail are very common nowadays. Th us, it is very important to investigate the use of applied Information and Communication Technologies (ICT) in activities undertaken by business and transport companies examining the levels the companies are making investments and to assess needs for a wider use of ICT in the logistics and transport companies. A number of authors in the Baltic States are analyzing ICT in separate business areas, for example transportation, warehousing, marketing, management etc. but none of those analyzes the use and development of ICT inside the company. Th e article describes the situation of using and developing ICT in the Baltic Sea Region and makes a comparison of Lithuanian and Finnish companies. Finland was chosen for benchmarking because research on ICT in the Baltic Sea Region (BSR) showed that the situation of using ICT in Lithuania and its neighborhood countries was similar.
Competitiveness is closely related to business management, operational efficiency, and new approaches to the management of search. One of the most important and intractable problems of the transport companies remain effective management of the problem, covering a wide range of issues. This is a rational organizational structures, which are not always meeting the company's strategic objectives, set up; advanced management methods, which often are only the failed experience fitting of foreign countries without the necessary adaptation; management of democratization; the staff, especially top-level managers, the potential and environmental non-compliance, the lack of ability to understand the overall economic development trends, make informed decisions, to ensure the company's competitive capacity (Gal J. 2008). In order shape the competitive enterprises realistically, it is necessary to use consistently all opportunities to change the heads of management. This will help not only the traditional methods of enhancing their competence, but the new management philosophy and the installation of plants. The faster and clearer our transport business leaders understand that the company's competitiveness is not only the subject they are and all the staff, the greater the opportunity to become a fully fledged market economy. Recently, rapid changes during the period of not less important is the manager and the social competence, i.e., the effectiveness of social behavior, the ability to adapt to the dynamically changing environment and to take corresponding changes in the decisions. Social competence criteria - this consist of the whole social skills (which includes both verbal and non verbal communication skills) the ability to form interpersonal relationships, be well-liked in group, the ability to achieve the goals. Management has the competence to disclose not only the knowledge and experience, but personal qualities / characteristics as well. Personal competence - the self-assessment of skills and personal characteristics of the combination (of humor to work, motivation, development and the desire to work, and beyond), which is not the level of knowledge, but the employee's personal characteristics (personal qualities, character and mental qualities, behavioral targeting). Therefore, a lot of career success depends on how the graduate is able to evaluate a particular enterprise or workplace evolving situation and adopt a self-optimal management decisions. Of course, professional, capable practical situations to make the right transportation management solutions, development inevitably must rely on general subjects; the learning is based on certain definitions and classification of knowledge systems. In this article will be submitted to the Lithuanian and Slovenian transport expertise in the study results.
To develop knowledge, advanced technology and skilled labor-based economy in Lithuania, it is necessary to make an effective business interaction and practical training, and preparation of specialists to ensure the ability to compete in European labor markets, and general capacity building. Common started training for professionals is to consider raising questions as to develop people in constantly changing global context. Several years of the research done in Lithuania, Latvia and Estonia transport sectors, has allowed the evaluating of the general competencies of these area specialists, and showed that specialists working in transport/logistics area are faced with lack of practical skills. The eliminating of these lacks requires close cooperation between the educational institutions and transport and/or logistics sector cooperation.
