Teachers matter: An examination of student-teacher relationships, attitudes towards bullying, and bullying behavior.
Stress proliferation theory suggests that parental incarceration may have deleterious intergenerational health consequences. In this study, I use data from the 2011-2012 National Survey of Children's Health (NSCH) to estimate the relationship between parental incarceration and children's fair or poor overall health, a range of physical and mental health conditions, activity limitations, and chronic school absence. Descriptive statistics show that children of incarcerated parents are a vulnerable population who experience disadvantages across an array of health outcomes. After adjusting for demographic, socioeconomic, and familial characteristics, I find that parental incarceration is independently associated with learning disabilities, attention deficit disorder and attention deficit hyperactivity disorder, behavioral or conduct problems, developmental delays, and speech or language problems. Taken together, results suggest that children's health disadvantages are an overlooked and unintended consequence of mass incarceration and that incarceration, given its unequal distribution across the population, may have implications for population-level racial-ethnic and social class inequalities in children's health.

A growing literature documents deleterious consequences of incarceration for mental health. Although salient, incarceration is only one form of criminal justice contact and, accordingly, focusing on incarceration may mask the extent to which the criminal justice system influences mental health. Using insights from the stress process paradigm, along with nationally representative data from the National Longitudinal Survey of Youth 1997, we examine criminal justice contact—defined as arrest, conviction, and incarceration—and mental health. First, fixed-effects models, which adjust for stable unobserved and time-varying observed characteristics, show that arrest is deleteriously associated with mental health, and arrest accounts for nearly half of the association between incarceration and poor mental health, although certain types of incarceration appear more consequential than others. Second, the associations are similar across race and ethnicity; this, combined with racial/ethnic disparities in contact, indicates that criminal justice interactions exacerbate minority health inequalities. Third, the associations between criminal justice contact, especially arrest and incarceration, and mental health are particularly large among respondents residing in contextually disadvantaged areas during adolescence. Taken together, the results suggest that the consequences of criminal justice contact for mental health have a far greater reach than previously considered.
Research Summary We use data from the Fragile Families and Child Wellbeing Study (N = 3,197) to consider the heterogeneous effects of maternal incarceration on 9‐year‐old children. We find that maternal incarceration has no average effects on child wellbeing (measured by caregiver‐reported internalizing problem behaviors, caregiver‐reported externalizing problem behaviors, Peabody Picture Vocabulary Test‐Third Edition scores, and child‐reported early juvenile delinquency) but that the effects vary by mothers’ propensities for experiencing incarceration. Maternal incarceration is deleterious for children of mothers least likely to experience incarceration but mostly inconsequential for children of mothers more likely to experience incarceration. Policy Implications It is important that public policies take into account the fact that not all children experience similar effects of maternal incarceration. For children of mothers who are unlikely to experience incarceration, the negative consequences of maternal incarceration could be driven by at least three factors, all of which may operate simultaneously and all of which potentially call for different policy interventions: (a) jail incarceration as opposed to prison incarceration, (b) incarceration for a crime that did minimal—or no—harm to their children, and (c) inadequate family supports for coping with maternal incarceration. We discuss these policy implications.
BACKGROUND AND OBJECTIVES: Each year, nearly 1% of US children spend time in foster care, with 6% of US children placed in foster care at least once between their birth and 18th birthday. Although a large literature considers the consequences of foster care placement for children's wellbeing, no study has used a nationally representative sample of US children to compare the mental and physical health of children placed in foster care to the health of children not placed in foster care.
We use data from the Fragile Families and Child Wellbeing Study to consider the effects of maternal incarceration on 21 caregiver- and teacher-reported behavioral problems among 9-year-old children. The results suggest three primary conclusions. First, children of incarcerated mothers are a disadvantaged group that exhibit high levels of caregiver- and teacher-reported behavioral problems. Second, after we adjust for selection, the effects of maternal incarceration on children's behavioral problems are consistently null (for 19 of 21 outcomes) and rarely positive (1 of 21) or negative (1 of 21), suggesting that the poor outcomes of these children are driven by disadvantages preceding maternal incarceration rather than incarceration. These effects, however, vary across race/ethnicity, with maternal incarceration diminishing caregiver-reported behavioral problems among non-Hispanic whites. Finally, in models considering both maternal and paternal incarceration, paternal incarceration is associated with more behavioral problems, which is consistent with previous research and suggests that the null effects of maternal incarceration are not artifacts of our sample or analytic decisions.
A growing literature documents the myriad penalties for children of incarcerated fathers, but relatively little is known about how paternal incarceration contributes to educational outcomes in early and middle childhood. In this article, we use data from the Fragile Families and Child Wellbeing Study to provide the first estimates of the relationship between paternal incarceration and children’s grade retention in elementary school. Propensity score matching models indicate that children of incarcerated fathers are more likely to experience early grade retention than their counterparts. This relationship is not driven by test scores or behavior problems; preliminary evidence suggests this relationship may be driven by teachers’ perceptions of children’s academic proficiency. These findings suggest that elementary school teachers may play an important role in the lives of children experiencing paternal incarceration and, more generally, highlight yet another way in which the large-scale incarceration of men limits their children’s potential.
