RESUMO:O conhecimento sobre o histórico da fragmentação florestal em bacias hidrográficas auxilia no planejamento e na aplicação de práticas pautadas na restauração de áreas florestais devastadas. A análise estrutural dos fragmentos florestais da sub-bacia hidrográfica do rio Alegre, ES, baseou-se no uso de métricas da paisagem, por meio do aplicativo computacional ArcGis 10.0 e a extensão Patch Analyst, considerando uma evolução durante os anos de 1975, 2002 e 2007. As análises mostraram um aumento de, aproximadamente, 7% na área total da cobertura florestal, acompanhado do surgimento de 645 novos fragmentos florestais. O número de fragmentos foi elevado e a área de contribuição pequena, o que implicou na alta relação de borda/área. A predominância de fragmentos de forma geométrica simples ocorreu entre os menores fragmentos (< 1 ha). Os maiores fragmentos (> 20 ha) mostraram-se próximos, apresentando tendência de redução nos valores da métrica de proximidade. A partir dos resultados, infere-se que, apesar do aumento da área vegetada, a qualidade ambiental dos remanescentes florestais encontra-se altamente comprometida. ANALYSIS OF SPACE-TIME DYNAMICS OF FOREST FRAGMENTS IN THE ALEGRE RIVER SUBWATERSHED, BRAZILABSTRACT: Knowing the history of forest fragmentation in watersheds helps plan and implement practices based on restoration of degraded forest areas. Structural analysis of forest fragments in the Alegre River subwatershed, State of Espírito Santo, was based on landscape metrics using ArcGIS 10 software with Patch Analyst extension, regarding changes during 1975, 2002, and 2007. Analysis showed an increase of about 7% in the total area of forest cover and emergence of 645 new forest fragments. Numerous patches and a small drainage area resulted in a high perimeter-to-area ratio. Simple geometric shapes predominated in smaller patches (< 1 ha). Larger patches (> 20 ha) were close to each other, with a tendency to decrease proximity metric values. The results show that despite increase in vegetated area, the environmental quality of forest remnants is highly jeopardized.
ABSTRACT:The great expectation about the New Forest Code consisted in reducing the hermeneutics distortions and increasing legal certainty for farmers. However, the new legislation raised more uncertainties and discussions, mainly because it consolidates the anthropic use and allows of low-impact activities in areas that should, by law, be kept untouched. This study aimed to survey and to describe the legislation related to protected areas on the rural area (APP and RL), to analyze the consolidated forms of use, occupation and low impact activities that can be developed in these areas, and to propose sustainable technical alternatives for interventions in the areas already consolidated and their recovery. The text is based on literature and documents, elaborated on the survey and study of legal aspects about protected areas in rural properties of Brazil and the main low-impact farming techniques, highlighting the agroforestry systems as an alternative of consolidated occupations in environmental protection areas. The text provides in an organized way the main aspects of the legislation on such areas and describes the sustainable activities allowed in APP and RL according to the flexibility of the new Forest Code. SISTEMAS AGROFLORESTAIS COMO ALTERNATIVA SUSTENTÁVEL PARA REGULARIZAÇÃO AMBIENTAL DE OCUPAÇÕES RURAIS CONSOLIDADAS RESUMO:A grande expectativa acerca do Novo Código Florestal consistiu-se em reduzir as distorções da hermenêutica e aumentar a segurança jurídica dos produtores rurais. Contudo, a nova legislação suscitou mais incertezas e discussões, principalmente, ao consolidar o uso antrópico e a permissão de atividades de baixo impacto ambiental em áreas que deveriam, por lei, ser mantidas intocadas. Este trabalho teve como objetivo levantar e descrever a legislação relacionada às áreas de proteção na propriedade rural (APP e RL), analisar as formas de uso-ocupação consolidados e de baixo impacto que podem ser desenvolvidos nestas áreas, bem como, propor soluções técnicas sustentáveis para intervenções nas áreas já consolidadas e recuperação das mesmas. O Sistema Agroflorestal constitui uma alternativa estratégica de intervenção e recuperação das APPs e RLs àqueles pequenos produtores que ainda não estão em conformidade com a Lei. As propriedades rurais devem sempre procurar inovar, diminuindo custos de produção e aumentando a lucratividade com responsabilidade ambiental e o sistema agroflorestal tem-se mostrado uma alternativa que congrega produção com proteção ambiental.
A promulgação da Lei nº 12.651/12, conhecida como o Novo Código Florestal brasileiro por revogar o Código de 1965 e dispor sobre a vegetação nativa do país, ocasionou discussões e dividiu opiniões quanto à adequação ambiental das propriedades rurais. Este artigo tem como objetivo reunir e analisar informações técnicas disponíveis na literatura a respeito do novo sistema de regularização ambiental, o Cadastro Ambiental Rural (CAR). A nova lei exige a regularização ambiental aos que necessitam do acesso ao crédito rural. A legalização das propriedades em relação ao Código Florestal é crucial para a sua plena atividade, tanto do ponto de vista ambiental quanto creditício. Entretanto, a substituição do sistema cartorial pelo cadastro eletrônico cria um cenário de instabilidade jurídica, por ser um instrumento novo, ainda em fase de adoção, e até o momento sem definição clara para a sua aplicabilidade efetiva e prática. Espera-se que seja um sistema menos burocrático por ser um procedimento técnico-especializado realizado pelo próprio órgão ambiental.
Abstract:The spatial and temporal distributions of vegetation can be influenced by edaphic and environmental factors as well as disturbances. The present study was undertaken to characterize the distribution and spatial dependence of species diversity in a fragment of semideciduous seasonal forest after a disturbance event by fire and to identify changes during natural regeneration. The fire, occurred in 1999, and surveys were undertaken in 2000, 2005 and 2014 in 26 geo-referenced plots (400 m²) distributed along two transects. The Fire Damage Index (FDI) in each plot was based on a scale from 0 to 5, and all of the arboreal individuals with diameters at breast height (DBH) ≥ 5 cm were identified in each plot. Species diversity was calculated using the Shannon index (H'), and species richness (S) was estimated using species accumulation curves; variations between the surveys compared based on the means and standard errors. The S, H' and FDI data were submitted to non-spatial exploratory and geostatistical analyses. After adjusting the semivariograms, the levels of spatial dependence were classified, and interpolation of the variables values were performed using ordinary kriging to characterize their spatial distributions in the form of maps. Spatial analysis was used to identify and characterize differences between the post-fire surveys in terms of the configurations of the arboreal community. The fire event influenced the spatial and temporal structures of the variables S and H'. These variables showed spatial dependence and aggregated distributions, with reduction in the distance under spatial influences and a uniformity of individuals distribution in the forest fragment at the different surveys. Os elementos meteorológicos e aspectos morfológicos de uma região podem ser representados através de fatores geográficos, que por sua vez, possibilita a espacialização dos mesmos, por meio de Sistemas de Informações Geográficas (SIG). O estudo teve como objetivo caracterizar a região Serrana do Espírito Santo no aspecto morfológico e climatológico com auxílio do Sistema de Informações Geográficas (ArcGis 9.0) tomando como base o Levantamento de Recursos Naturais do Projeto RADAMBRASIL (1983). Foram elaborados mapas temáticos referente aos elementos meteorológicos (pluviosidade, temperatura, evapotranspiração, deficiência e excedente hídrico) com uma série história de mais de 30 anos (1969 a 2005), e mapas de declividade, hipsometria, aspecto e modelo sombreado do terreno no aplicativo computacional ArcGis 9.0. Os resultados apontam que os municípios da região Serrana possuem diferenças em relação ao clima e a morfologia. Verificou-se que na parte Oeste da região o clima é mais quente, chove menos e o relevo possui altitudes menores que 400 metros. Já os municípios do quadrante Leste, as temperaturas são mais amenas, os índices pluviométricos são maiores e o relevo possui altitudes elevadas ultrapassando a 1.000 metros.
