Au printemps 1998, à la suite d'un entretien téléphonique sur la politique linguistique en domaine francophone que j'avais eu avec le rédacteur en chef du journal régional de Leipzig, celui-ci publia en première page un article sous le titre « L'anglais et le saxon avancent ! », en se référant à certaines observations marginales que j'avais faites. Cela provoqua une discussion d'une ampleur qui me surprend encore aujourd'hui : pendant toute la semaine qui suivit, j'ai dû donner des explications à des postes de radio diffusés à travers toute l'Allemagne, seize en totalité, concernant non l'avancement de l'anglais, ce qui est une vérité de La Palice, mais celui du saxon, mon dialecte natal, méprisé et décrié comme laid et ridicule en Allemagne, mais qui, avec la reconstitution en 1990 de la Saxe en État Libre {Freistaat), recommence à jouir d'un certain prestige parmi ses locuteurs. Dans une Allemagne où un ministre des Affaires extérieures ne doit faire aucun effort pour cacher son parler souabe et où un ministre fédéral des finances brandit publiquement, en parlant des questions financières les plus complexes, son fort accent bavarois qu'il se gardera toujours de dissimuler, on crie haro sur celui qui cherche à toucher à un mythe, celui du saxon réservé à l'anecdote et à la caricature, ou-pour en venir au thème du colloque-à démonter un stéréotype dont la vitalité ne me semblait pas de loin si puissante. Permettez-moi d'insister encore sur l'exemple du saxon puisqu'il se prête bien à démontrer le caractère artificiel, construit, souvent idéologique, et par cela instrumental qu'ont certains stéréotypes concernant les langues (et que j'appelle dorénavant glotto-stéréotypes). Le saxon n'était rien de moins que la langue de Luther, la variété régionale qui, au début du xvi e siècle, servit de base, par la traduction de la Bible, à l'allemand standard moderne. Deux siècles après, la Prusse, pays arriéré et peu développé à l'époque, dans son effort de devenir après la conquête de la Silésie une puissance européenne, regardait avec envie le pays voisin densément peuplé, techniquement avancé et économiquement prospère, et nourrissait en son sein le plan de
Die Ähnlichkeit der politischen Propaganda bürgerlicher Parteien mit der geschäftlichen Reklame ist evident. Es mag vielleicht als ein Extremfall erscheinen, daß sich der Gouverneur von New York, Nelson Rockefeiler, für die letzten Wahlen in den USA ein wahlgerechtes Image ausgerechnet von einer Reklamefirma zurechtmachen ließ, die sich durch erfolgreiche Werbung für Fleischklößchen hervorgetan hatte. 1 Es ist jedoch ein Kennzeichen des heutigen Monopolkapitalismus, daß ökonomische und politische Werbung mehr denn je in einer Hand liegen. Public Relations erfassen vor allem die Lebensbereiche, deren Funktionieren für die Erhaltung der spätkapitalistischen Gesellschaft lebenswichtig und in denen die Mitwirkung der breiten Massen unerläßlich ist. Ohne "Konsumenten", d. h. ohne breite Käufermassen mit teils echten, teils manipulierten Kaufbedürfnissensind die Profite nicht gesichert,und ohne politische Unterstützung der bürgerlichen Parteien durch die Wähler können jene nicht regieren. Lenin bemerkt dazu: "Ohne Wahlen geht es in unserem Zeitalter nicht; ohne Massen kommt man nicht aus, die Massen aber können im Zeitalter des Buchdrucks und des Parlamentarismus nicht geführt werden, ohne ein weitverzweigtes, systematisch angewandtes, solide ausgerüstetes System von Schmeichelei, Lüge, Gaunerei, das mit populären Modeschlagworten jongliert . . ." 2Die Frage, ob in den sprachlichen Formen der Reklame und der politischen Werbung Übereinstimmungen festzustellen bzw. welcher Art diese sind, ist bei der Auseinandersetzung mit der monopolkapitalistischen Manipulation durchaus von Belang. Ihre Beantwortung ermöglicht Rückschlüsse nicht nur auf die angewendeten Verfahren der Überzeugung bzw. Überredung, sondern auch auf den Stellenwert von Reklame und politischer Werbung im System der Bewußtseinsindustrie. Denn wenn nachgewiesen werden kann, daß ähnliche sprachliche Mittel für so unterschiedliche Sachbereiche wie Reklame und politische Propaganda von den Meinungsfabrikanten des Monopolkapitalismus eingesetzt werden, dann dürften auch kommunikativer Wert und Ziel der sprachlichen Äußerungen auf beiden Gebieten identisch sein und könnte ihnen mit für beide Gebiete gleichen Mitteln entgegnet werden.
