ÖsszefoglalásAz Európai Unió, illetve a hazai területi folyamatok is azt mutatják napjainkban, hogy a városias (urbánus) jellegű területek szerepe felértékelődik, hiszen a városi jellegű területek adják a gazdasági növekedés motorját (Káposzta et al., 2016). A Föld egészét tekintve a városlakók aránya 2017-ben meghaladja a Föld jelenlegi népességének felét, amely arány (előzetes becslések alapján) a jövőt tekintve feltehetően emelkedni fog. Ezen folyamattal párhuzamosan fontos a vidék népességmegtartó képességét elősegítő gazdasági, társadalmi tevékenységek vizsgálata is, melynek alapot adhat a napjainkban megjelenő ,,okos falu" koncepció. Jelen tanulmányban röviden bemutatjuk a hazai hátrányos helyzetű térségek lehatárolásának jogszabályi változásait, illetve a SMART Village fogalmának kialakulását és alkalmazásának elterjedését hazánkban, különös tekintettel a hátrányos helyzetű vidéki térségekben való alkalmazásra. Általánosságban elmondható, hogy a SMART alkalmazások a nemzetközi gyakorlatban egyre inkább terjedő tendenciát mutatnak a városi és a rurális jellegű térségekben egyaránt. 2017-ben a rurális jellegű példák főként még Németországban és Finnországban jellemzők, azonban néhány gyakorlati példa már megjelent a hazai vidéki területeken is. AbstractIn terms of the Earth as a whole, the proportion of urban inhabitants exceeds half of the current population of the Earth, which proportion is likely to rise (based on preliminary estimates) in the future. In addition to the concept of SMART Cities, in May 2017, a pilot project called SMART Village was launched in the countryside. In both cases, the first step for the participants of the project was to define the exact definition, as well as good practices and models that can be used on the field. In this paper, we aim to review the conceptual delimitation of the SMART criteria and the available online database and how it can be adapted in Hungary. A number of SMART cities have launched territorial initiatives that can provide a good basis for implementing effective Integrated Urban Development Strategies for the future. In contrast, for SMART villages, the primary goal at the beginning in the current programming period is to create the SMART-Village reference points for which the financial resources will provided by the European Union. In this paper, we aim to find, interpret and define the SMART village, and to showcase Hungarian SMART initiatives through document analysis using "good practices" in Hungary (Alsómocsolád).
In the past years there have been many investigations aiming to analyse the timely issue of consumer behaviour related to Hungaricums, but a great extent of these have dealt only with the ones belonging to the agriculture and food economy. Hungaricums play an important role in strengthening the Hungarian national identity, in creating an attractive country-image and also in tying closer the nation together. The European Union have created a unified regulation system for the designated protection of national origin, by which it aims to keep the diversity of food. During the current research several segments of the Hungarian higher education was inquired about the image of Hungaricums. We concluded that, compared to Hungarian students, foreign students do not know the products/values belonging to the Collection of Hungaricums as well. The investigation proves that a more targeted national marketing and the increased appearance of the topic in daily life is needed. Also, it is important to mention that the Hungarian economy nowadays is in a difficult situation, since the basic functions of the countryside have been weakened. Among others, these problems may be solved by preserving traditions. The importance of rural traditions has decreased, therefore the role of initiatives aiming to improve community-organisation and individual responsibility, such as the Collection of Hungaricums and the Hungarian Repository of Values, is vital.
ÖsszefoglalásA Modern Városok Program egy hatalmas mértékű fejlesztési-támogatáscsomag, melynek során Magyarország Kormánya a megyei jogú városokat támogatja számos területen. A cél ezáltal, felpezsdíteni ezen városok gazdaságát, hogy azok valós centrumai lehessenek környező térségüknek. Fontos megjegyezni, hogy ezen gazdaságfejlesztési intézkedések alapja a megfelelő szintű elérhetőség, amely kedvező közlekedési infrastruktúrát igényel. Az általunk vizsgált program egyik pillére ennek biztosítása a vidéki nagyvárosok részére. AbstractIn our days, one of the biggest challenge of both the developing and the developed world is the widening of territorial disparities -even in global dimension. The gap between the poor and the rich shows a rapid and continuous increase instead of shrinking or at least remain stagnant. The vast majority of the countries in our Earth are trying to combat against this phenomenon butunfortunately -with not much success. The same is typical of Hungary as well, the gap in terms of territorial disparities has still been widening. Furthermore Hungary has a peculiar situation as due to her historical antecedents, there is only one significant city which can be considered competitive in European context, this is Budapest, the capital city. The Modern Cities Program supports cities with county rights in order to improve their economic development which has positive effect on the settlements in their periphery.Kulcsszavak: Modern Városok Program, megyei jogú város, területi különbségek, fejlesztési célú támogatás JEL kód: R50, R58 LCC kód: H1-99 BevezetésNapjainkban a területi különbségek kiszélesedése globálisan is a fejlődő és fejlett világ egyik legnagyobb kihívását jelenti. A szegények és gazdagok közötti űr nemhogy csökkenne, hanem folyamatosan és rohamos tempóban növekszik. A világ országainak túlnyomó többsége küzd ezzel a jelenséggel, sajnos kevés sikerrel. Csakúgy, mint ezen országokra, Magyarországra is jellemző ez a területi különbségeket uraló egyre táguló szakadék. Magyarország ráadásul speciális helyzetben van, hiszen történelmi előzményei okán (trianoni békeszerződés) mindössze egyetlen jelentős, európai mértékben is versenyképes várossal rendelkezik, mégpedig a fővárossal: Budapesttel.
E modellben ötvözhetők a környezetbarát mezőgazdálkodás viszonyai, a nyugat-európai ráfordítás-igényes rendszer egyes részei (főként a kertészeti kultúrák esetén), az észak-amerikai extenzív technológia néhány eleme (elsősorban a szántóföldi növénytermesztésben) s a fentiek keretéül szolgáló hazai mezőgazdasági hagyományok. Mindezen tényezők jobb megértéséhez a hazai földhasználati rendszerek történeti áttekintésével igyekszik tanulmányunk betekintést adni arra, hogyan is jutott el a hazai földhasználat a rendszerváltás időszakához.
The importance of SMART initiatives is undeniable nowadays. Due to technological, economic and social processes, our world faces many global challenges, such as food and water shortage, global economic imbalance, demographic problems and-based on the authors' opinion-vastly underrated global inequality. These problems need to be addressed in the next few decades in order to ensure that we can leave a safe and sustainable planet to our descendants. Since great decisions require long-term planning and analysis, this paper is about taking a look into the possible future of cities by discussing SMART Cities generally, with a special focus on SMART cities built from scratch, to see how they can be the solution of current and future problems. The authors' reviewed relevant literature to prepare this paper.
