This paper investigates the paradox of research productivity of higher‐education institutions in the Arab Gulf Countries. Exploring the case of the United Arab Emirates (UAE) the article fills the gap in the literature on the Gulf higher education research efficiency. Despite the considerable investment into higher education, UAE universities showed rather slow growth in research output. This puzzle was tackled to present possible policy outcomes relevant for research productivity in higher education institutions located in the emerging economies. The study highlights the research productivity indicators dynamics for GCC countries and brings detailed analysis on the research output and input for the UAE universities. We argue that to succeed in academic efficiency the county needs to increase its research investments and diversify research‐boosting policies and practices. The policies should focus on work‐attractive long‐term conditions for the faculty/researchers, home‐based doctoral education system and home‐trained human resources.
This confirmatory research investigates the influence of risk framing of COVID-19 on support for restrictive government policy based on two web survey experiments in Russia. Using 2x2 factorial design, we estimated two main effects–factors of risk severity (low vs. high) and object at risk (individual losses vs. losses to others). First, focusing on higher risks had a positive effect on support for the government’s restrictive policy. Second, focusing on the losses for others did not produce stronger support for the restrictive policy compared to focusing on personal losses. However, we found a positive moderation effect of such prosocial values as universalism and benevolence. We found that those with prosocial values had a stronger positive effect in the “losses for others” condition and were more willing to support government restrictive policy when others were included. The effects found in our experimental study reveal both positive and negative aspects in risk communication during the pandemic, which may have a great and long-term impact on trust, attitudes, and behavior.
Архангельская область по протестной активности в 2018—2019 гг. заняла одну из лидирующих позиций среди всех регионов России. Это было вызвано решением региональных властей начать на станции Шиес строительство мусорного полигона для размещения твердых бытовых отходов из Москвы и Московской области. В связи с тем, что ключевую роль в мобилизации граждан сыграли социальные медиа, целью данного исследования стало выявление роли дискуссии в социальных медиа вокруг строительства мусорного полигона в усилении протестной активности жителей Архангельской области. Эмпирической основой работы стали данные репрезентативного опроса населения Архангельской области и материалы, собранные из посвященных обсуждению строительства мусорного полигона сообществ в социальной сети «ВКонтакте».
Исследование показало, что более частое обсуждение строительства мусорного полигона в социальных медиа на индивидуальном уровне увеличивало вероятность участия в протестной активности. Кроме того, был обнаружен групповой эффект дискуссии: увеличение количества членов протестных сообществ, а также распространенности репостов их информации на уровне муниципальных районов Архангельской области повышали протестную активность граждан. Наконец, показано, что участие в протестах зависит от информационной среды: там, где проблема обсуждается активнее, эффект индивидуального обсуждения оказывается выше. Таким образом, для оценки влияния активности в медиа на политические протесты важно учитывать не только два разных уровня обсуждений, но и взаимодействие между ними.
