Foreign aids, generally, are deined as donations, credits and debts handed out by a country or by an international organization to another country or international organization in order to promote the economic and social development, enhancements in democracy and human rights, social equality or to provide the general requirements in emergency etc. Developed countries are generally considered as the aid providers and developing countries as the aid receivers during this interaction. Foreign aids have been subsistent for approximately 70 years in an increasing manner, and today they have a volume of billions of dollars. Although the path of foreign aid is paved with goodwill, the inancial and ethical problems surrounded by this exhibit of aid have been remarkable debate issues as foreign aid has recently become a global problem. Foreign aid is generally presented as an act of compassion and mercy, but it results with harm rather than aid, and mostly in favor of aid providers instead of the receivers. In other words, according to Amin foreign aid is considered as the reason of problem instead of the solution of it (as cited in Sogge, 2003).
Bu çalışma, neoliberalizmin temel ilkelerinden birisi olan ve kamu bütçesinin sürekli denk olması gerektiğini ifade eden mali disiplin konusunu ele almaktadır. Yeni Makroekonomik Uzlaşı çerçevesinde ortodoks yaklaşım, maliye politikalarını pasif bir konuma çekerek, sadece fiyat istikrarına odaklanmaktadır. Diğer yandan kriz dönemlerinde, bir stabilizatör işlevi yüklediği bütçe açıklarına başvurmaktadır. 2008 küresel finansal krizi ve Covid-19 pandemisinde olduğu gibi, ekonomiler krizden çıkış için bütçe açıklarına sarılmıştır. Fakat biraz toparlandıktan sonra, yeniden mali disipline dönülmüş, krizlerin faturası ise kemer sıkma politikalarıyla, ücretli ve düşük gelirli kesimlerin üzerine bırakılmıştır; nitekim ortodoks maliye politikaları, doğrudan istihdam artışlarını ve gelir dağılımı adaletini hedeflememektedir. Öte yandan post-Keynesyenler, tam istihdam ve adil gelir dağılımının maliye politikalarıyla başarılabilir hedefler olduğunu ileri süren alternatif yaklaşımlar sunmaktadırlar. Çalışma, mali ortodoksiye karşı alternatif politika önermelerini, mevcut ve potansiyel kısıtları dikkate alarak, post-Keynesyen bakış açısıyla tartışmaktadır.
Bu çalışmada Türkiye'de yüksek eğitimin kişi başına reel gayrisafi yurt içi hasılaya (GSYİH) etkisi, 2008-2017 döneminde 81 il için panel veri analizi yöntemleriyle analiz edilmiştir. Her ilde üniversitelerin açılması, illerde faaliyet gösteren firmaların alanında uzman çalışanları istihdam etmesi imkanını doğurmaktadır. Bununla birlikte yüksek eğitimlilerin nüfus içindeki oranlarının artmasıyla firmaların ürettikleri mal ve hizmet kompozisyonunu değiştirmesi beklenmektedir. Çalışmada ayrıca, iller, üst, orta ve alt gelir gruplarına ayrılmış, her bir gelir grubu için de tahmin yapılmıştır. Grupların gösterdiği veri karakterlerine göre sabit etkiler ve rassal etkiler modelleri kullanılmıştır. Çalışmanın bulgularına göre, yüksek eğitim tüm il grupları için kişi başına reel GSYİH'ye pozitif ve anlamlı katkıda bulunmaktadır. Bu katkı, alt gelir grubunda en yüksektir. İkincisi, orta dereceli okullardan mezun olan bireylerin, üst ve orta gelir gruplarında kişi başına reel GSYİH'ye negatif etki ettiği gözlenmiştir. Yüksek öğrenimli kadınların oranı yıllar içinde tüm il gruplarında artmış olmasına rağmen sadece üst ve orta gelir gruplarında kişi başına reel GSYİH'ye pozitif katkıda bulunmuştur.
