Os estudos sobre a governança da coleta seletiva de resíduos sólidos urbanos nas cidades brasileiras e, especialmente, na Macrometrópole Paulista registram lacunas, reforçando a necessidade de estudos neste campo. Sendo assim, este artigo tem por objetivo caracterizar os atores e relações presentes na governança da coleta seletiva de resíduos sólidos urbanos no município de São Paulo. Foram utilizadas revisão de literatura de fontes secundárias, pesquisa documental e tecnologias de software para a construção do mapa de atores como estratégia metodológica. Entre os resultados, foram identificados grupos de atores e seus vínculos na governança da coleta seletiva do município de São Paulo, expostos no mapa “Atores e relações de governança na coleta seletiva no município de São Paulo”. Nesse contexto, este estudo revelou que o elemento relacional do padrão de governança da coleta seletiva pode ser caracterizado como uma ampla rede de atores diversos, vagamente centrada no tecido relacional do Estado.
O município de Santo André foi fundado em 01 de janeiro de 1939, oriundo das indústrias localizadas na região do ABC localizado na região metropolitana de São Paulo (CONSÓRCIO DO ABC, 2016). Santo André tem uma população de 718.773 mil (IBGE, 2019), dos quais 5%, ou seja, cerca de 35 mil habitantes residem na macrozona de proteção ambiental e os demais (95%) concentram-se na macrozona urbana.A gestão dos resíduos do município de Santo André realiza estratégias desde 1997 em suas atividades de coleta seletiva em um projeto piloto no bairro Vila Pires, e em 2000 a coleta seletiva estava operando em todo o município sendo uma referência no ABC Paulista e no país.Atualmente a população gera cerca de 781 toneladas/dia de Resíduos Sólidos Urbanos (RSU), deste total, apenas 35,67 toneladas/dia são provindas da coleta seletiva. Um dos maiores desafios do município é aumentar o índice de reciclagem e minimizar os pontos de acúmulos provindos de resíduos de construção civil.Para o aumento dos índices de reciclagem no município, o Aterro Municipal de Santo André possui duas cooperativas -Cidade Limpa e Coopcicla -que atuam desde
