Kurzfassung
Das Quartiermanagement ist ein neues Instrument der raumbezogenen Entwicklungssteuerung (insbesondere: soziale Stadterneuerung). Damit es die intendierten Wirkungen erzielen kann, sind Steuerungsfunktionen zu institutionalisieren, die nach dem Gegenstromprinzip von der lokalen Handlungsebene über die Steuerungsebene der Stadtverwaltung bis zur normativen Zielsetzung durch die Kommunalpolitik reichen. Auf der Grundlage aktueller Forschungsergebnisse wird ein idealtypisches Organisationsmodell für das Quartiermanagement skizziert, in dem formale Entscheidungs — und Informationswege zwischen der örtlichen und der gesamtstädtischen Ebene sowie informelle Netzwerkstrukturen vor Ort kombiniert werden.
