The article examines the prospects for organizing a cluster as an effective tool for ensuring connectivity of territories of the Russian Federation through the systematic and integrated implementation of intelligent transport technologies, which corresponds to strategic directions of development of transport in the Russian Federation and determines the relevance of the topic. The objective of the study is to determine the features of organisation of the transport and logistics cluster prioritising development of intelligent transport technologies by analysing the prospects for their development, studying variability of characteristics and structure of the cluster under various conditions of its formation based on the methods of formal logic, grouping, analysis of statistical data, normative-legal information, information synthesis. The study resulted in identification of prerequisites for the most rapid development and effective implementation of intelligent transport systems within the cluster. The expediency of using this approach has been substantiated, despite its labour intensity and cost. The study suggests definitions of an innovative transport and logistics cluster, as wells as characteristics of the transport and logistics cluster prioritising intelligent transport technologies. The study revealed the specifics of organisation of this cluster, which is primarily determined by the presence of dual characteristics. The peculiarities of cluster formation are reflected in the proposed structure of the cluster under study. The role of the state in organizing an innovative transport and logistics cluster is also defined
The process of transport clustering is a tool for the regional spatial development of the country, since it contributes to the elimination of infrastructural constraints, increasing the availability and quality of the main transport infrastructure and increasing the competitiveness of the territory. The choice of a territory for the creation of a transport and logistics cluster (hereinafter - TLC) is an important stage in the development of the clustering process, but there is no methodology that assesses the conditions of the region for the creation of a TLC. The aim of the work is to develop a methodology for assessing the readiness of the territory to create a TLC. To achieve this goal, the following tasks were completed: indicators were developed that characterize the conditions for the creation of a TLC; mathematical tools of the methodology were developed; three groups of regions were identified according to the value of assessing readiness for the creation of a TLC; the methodology was tested in the regions of the Russian Federation and subjects ready to create a transport cluster were identified. As a result of the methodology approbation the regions of the Russian Federation were assessed according to the degree of readiness for transport clustering, which forms the basis for the spatial development of the territory.
The development of world transport depends on globalization and international integration, as well as other sectors of the economy. Therefore, the choice of the trajectory for the intensive development of the transport sector, clustering in transport is possible according to the results of a comparative analysis of transport systems around the world. The purpose of the article is to conduct a comparative analysis of the world-wide transport systems united by territorial criteria to identify similar and distinctive characteristics with the Russian transport system, which will become the prerequisites for the introduction of foreign experience in transport clustering. In the framework of this work, the transport systems of Europe, Asia, North America and Russia are analyzed for the study of infrastructure, the activities of transport and logistics enterprises and the prevalence of international transport corridors. The main results of the analysis were the characteristics of each integrated transport system and the RF system, by specialization and nature of the system (open and closed), the interest of foreign investors in supporting the country's transport industry. The results obtained in the course of work contribute to the development of research by Russian scientists in the field of transport and systematize world statistics on the transport systems of states united by territorial principle, which are elements of the global transport system. The study should be useful for scientists, researchers involved in issues and problems of the development of the transport industry, clustering in transport and transport system management.
