Abstract:Responsible research and innovation (RRI) is an approach to research and innovation governance aiming to ensure that research purpose, process and outcomes are acceptable, sustainable and even desirable. In order to achieve this ambitious aim, RRI must be relevant to research and innovation in industry. In this paper, we discuss a way of understanding and representing RRI that resonates with private companies and lends itself to practical implementation and action. We propose the development of an RRI maturity model in the tradition of other well-established maturity models, linked with a corporate research and development (R&D) process. The foundations of this model lie in the discourse surrounding RRI and selected maturity models from other domains as well as the results of extensive empirical investigation. The model was tested in three industry environments and insights from these case studies show the model to be viable and useful in corporate innovation processes. With this approach, we aim to inspire further research and evaluation of the proposed maturity model as a tool for facilitating the integration of RRI in corporate management.

Abstract:Responsible research and innovation (RRI) is a nascent concept, promoted actively by the European Union and other policy makers around the world. Hitherto, this concept has been associated primarily with publicly funded activities but given the considerable proportion of research and innovation that is undertaken in the private sector, RRI will be rendered irrelevant unless it is adopted by industry. This paper introduces a private sector perspective of RRI, specifically that of the information and communication technology (ICT) industry, working in the field of healthy ageing. Drawing upon empirical data from 30 in-depth interviews with key industry representatives from across Europe, it explores: (a) the level of awareness of RRI; (b) the drivers and obstacles influencing its implementation; and (c) the factors deemed vital for facilitation of RRI in industry. The findings paint a varied picture, including significant concerns about adoption of RRI in an industry environment where the economic implications of all activities must be considered carefully. However, some companies have found their own ways to balance financial and altruistic goals, suggesting that there is both a willingness and a place for an RRI-type governance framework within the private sector.

An increase in the number of companies that publish corporate social responsibility (CSR) statements, and a rise in their 'sustainability' research, reflects a growing acceptance that broad ethical considerations are key for any type of company. However, little is known about how companies consider moral objectives for their research and development (R&D) activities, or the basis upon which these activities are chosen. This research involves qualitative investigation into Responsible Research and Innovation (RRI) in the Information and Communication Technology (ICT) industry, comprising 30 in-depth, pan-European interviews with key personnel in the industry, and focus groups with employees at 14 different companies. Through investigation of the 'responsible' activities these companies currently undertake, we shed light on the types of moral goals they set and their underlying ethical standpoints. By reviewing both the responsible innovation and sustainability discourses, and presenting phenomenological evidence, we demonstrate that companies have adopted some aspects of RRI, even though it might not be recognised as such. Our findings indicate that these innovators recognise some of the ethical and societal concerns associated with their activities but their approach is often piecemeal; primary focus is upon the most immediate issues and on legal compliance, to the detriment of broader societal issues and wider challenges. We recommend explicit mechanisms that draw upon established ethical thought and practical academic work to improve companies' abilities to carry out their sustainability activities, and incorporate them into a responsible business strategy. We conclude with recommendations for innovators, corporate research and development, and policy.

This paper makes an original contribution to the responsible research and innovation (RRI) discourse, with an inquiry into the extent to which risk, risk assessment, or risk management, including ethical and social issues, is relevant to companies. As a core component of the higher or "meta-responsibility" of RRI, an investigation of practices and attitudes towards risks can provide us with a window into companies' attitudes towards responsible innovation that is rooted in real-world experiences. Drawing upon data from 30 in-depth interviews and a large Delphi study, we reveal different underlying attitudes towards risk governance for individuals working in the information and communication technology (ICT) industry. For some companies, there is already an obvious degree of alignment with RRI values. For others, framing of the RRI discourse in terms of ethical and societal risks may help to promote understanding and uptake. Results from the interviews suggest that lack of awareness of the full extent of ethical and societal risks associated with research and innovation in the ICT industry may act as a barrier to engagement with RRI, and educational activities may be needed to rectify this situation. Results from the Delphi survey suggest that when presented with simple information about potential ethical and societal risks, industry personnel can easily recognise the main risks and provide clear opinions about how they should be addressed. The relationship between risk governance and RRI warrants further investigation as it is an essential facet of RRI.

Herbal medicines make a vital contribution to healthcare globally, but from production through to practice, there are ethical challenges that require attention. Ethical challenges are often analysed through application of an ethical framework because this can facilitate a consistent and structured approach. In healthcare, the most commonly used framework over recent decades has been that of the four principles: beneficence, nonmaleficence, autonomy, and justice. However, for various reasons that are explained, this approach to ethical analysis is not the most fitting for the global phenomenon of herbal medicine. In this paper, a relatively new moral framework that is based upon the globally accepted values of care, respect, honesty, and fairness is explored in relation to herbal medicine for the first time. Through application of this framework, the ethical challenges and actions needed to address them become clear, thus resulting in practical recommendations for enhancing ethical standards in herbal medicine.

Values inspire, motivate and engage people to discharge obligations or duties. This chapter defends the values approach in the context of guarding against ethics dumping, the practice of exporting unethical research from higher-income to lower-income settings. A number of essential questions will be answered: What are values? What is the meaning of the word "value"? Why does it make sense to choose values as an instrument to guide ethical action in preference to other possibilities? And what is meant by fairness, respect, care and honesty? It is concluded that values can provide excellent guidance and aspiration in the fight against ethics dumping, and are therefore a well-chosen structure for the Global Code of Conduct for Research in Resource-Poor Settings.

Ethics dumping is the practice of undertaking research in a low- or middle-income setting which would not be permitted, or would be severely restricted, in a high-income setting. Whilst Kenya operates a sophisticated research governance system, resource constraints and the relatively low number of accredited research ethics committees limit the capacity for ensuring ethical compliance. As a result, Kenya has been experiencing cases of ethics dumping. This article presents 11 challenges in the context of preventing ethics dumping in Kenya, namely variations in governance standards, resistance to double ethics review, resource constraints, unresolved issues in the management of biological samples, unresolved issues in the management of primary data, unsuitable informed consent procedures, cultural insensitivity, differing standards of care, reluctance to provide feedback to research communities, power differentials which facilitate the exploitation of local researchers and lack of local relevance and/or affordability of the resultant products. A reflective approach for researchers, built around the values of fairness, respect, care and honesty, is presented as a means of taking shared responsibility for preventing ethics dumping.
