Artykuł dotyczy szerokiego spektrum zastosowania bezzałogowych statków powietrznych (BSP) w kwestii utrzymania pożądanego poziomu bez-pieczeństwa portów lotniczych. W związku z gwałtownym rozwojem BSP, który nastąpił w XXI wieku, mają one obecnie istotny wpływ na bezpieczeństwo lotnictwa poprzez m.in. monitorowanie stanu technicznego elementów infrastruktury oraz zabezpie-czeń lotnisk, nadzorowanie przestrzegania obowiązujących procedur, a także przeciwdziałanie aktom bezprawnej ingerencji. BSP niosą ryzyko zagrożeń w lotnictwie. W odniesieniu do bezpie-czeństwa portów lotniczych, realnym zagrożeniem są wypadki w ruchu po-wietrznym spowodowane przez kolizję drona z samolotem lub użycie uzbrojo-nego drona przez terrorystów. Ponadto, wzrasta ryzyko wystąpienia incyden-tów związanych z dronami pozostającymi w użyciu prywatnym. Zaostrzanie procedur postępowania oraz rozwój odpowiednich technologii lotniskowych jest niezbędnym narzędziem stabilizacji sytuacji bezpiecznej kooperacji dro-nów z pozostałymi statkami powietrznymi.
<i>Celem artykułu jest przedstawienie korzyści i zagrożeń wykorzystania bezzałogowych statków powietrznych (BSP) zarówno w lotnictwie cywilnym, jak i Siłach Zbrojnych Rzeczypospolitej Polskiej. Na podstawie aktualnie obowiązujących przepisów dotyczących BSP przytoczono zakres odpowiedzialności operatorów dronów. Zwrócono uwagę na istotne zmiany legislacyjne, wprowadzone w ostatnim czasie. Problem główny określono następująco: jakie są benefity i zagrożenia BSP zarówno w lotnictwie cywilnym, jak i SZ RP? W artykule wyszczególniono wiele sytuacji użycia BSP w korelacji korzyści i zagrożeń. W odniesieniu do analizy zysków i strat zastosowania omawianych statków powietrznych, dokonano klasyfikacji środków zaradczych wraz z możliwościami ich racjonalnego wykorzystania. Mając na uwadze priorytet wykorzystania dronów w sposób odpowiedzialny i zgodny z prawem, uwzględniający absolutne zachowanie bezpieczeństwa wydzielonych stref przestrzeni powietrznej, wskazano możliwe ścieżki rozwoju systemów wykrywania i restrykcji prywatnego sektora BSP.</i>
The article presents the possibilities of using unmanned aerial vehicles in air transport. The use of UAVs in the airspace has become widespread, despite many implemented legal regulations, there are many incidents that threaten not only aircraft during the flight, but also the airport infrastructure. The potential threats and the chances of implementing remedial measures were analyzed. An attempt to evaluate the possibility of maintaining aviation safety at an appropriate level in the conditions of UAV operational conditions has been done. The main research problem was defined as follows: How would implementing unmanned aerial vehicles into the air transport system influence the acceptable level of safety? The article uses theoretical methods such as: system analysis, analysis and synthesis in the field of literature, analogy, comparative method. In terms of empirical methods, an original diagnostic survey was carried out, based on a selected group of people related to the explored topic. In addition, the observation method was used by the feedbacks and observations of the group of air traffic controllers from civil airports (located in Poland). The article describes the current transformation of air transport, taking into account the planned modernizations. It presents the PansaUTM system as one of the countermeasures, monitoring and securing the movement in the airspace. Furthermore, the transponder issue was raised in relation to the enhancement of the UAV identification system, with a detailed explanation of the importance of the TCAS (Traffic Collision Avoidance System). Referring to the prospects for the development of air transport, the latest design concepts for cargo drones were presented. The issue of full transport autonomy of UAVs was analyzed based on the requirements of legal regulations. The comparison of benefits and threats in conjunction with the conducted empirical methods allowed for the development of conclusions confirming the research hypothesis and indicating the possibility of using remedial measures in the process of UAV evolution.
The research problem of the article is formulated as follows: How do unmanned aerial vehicles (UAV) influence on aviation safety? New trends in the use of unmanned aerial vehicle technology have been correlated. The attention was paid to the most modern solutions of the battlefield. In each case of the implementation of drones in selected areas, an analysis of the risk for aviation was made. Bearing in mind the priority of using drones in a responsible and legal manner, taking into account the absolute safety of airspace zones, the hypothetical risk of the development of a given UAV branch should be assessed each time. In the paper the theoretical methods were used: analogy, system analysis, statistical, analytical and comparative method. Moreover, diagnostic survey carried out by aviation institutions was used. Analysis of the potential of unmanned aerial vehicles with an indication of development directions that are safe for aviation, bringing clear benefits from implementation in relation to standard, commonly used solutions. The results of the analysis performed, combined with the synthesis of selected facts and data from statistics, are to prove the necessity to apply remedial measures in the process of dynamic development of UAVs. The multidirectional opportunities created by the dynamics of UAV development is undeniably a challenge for companies producing specific unmanned utility devices. Risk assessment at every stage of the development of a new technology - in this case unmanned aerial vehicles is a key issue of implementation success.
