Originalni naučni rad UDK: 338.43(497.113) Rezime Cilj rada je sagledati i analizirati važnije ekonomske performanse agroindustrije u AP Vojvodini, kako bi se uočili izazovi sa kojima se ona suočava i predložole smernice za dalji razvoj. Rezultati govore da je stanje primarnog sektora poljoprivrede AP Vojvodine nezadovoljavajuće. Nizak stepen specijalizacije gazdinstava i mali prosečan posed ključni su faktori zaostajanja sektora. Ekonomska veličina poljoprivrednih gazdinstava je relativno mala (prosek 8.953,3 evra) i za oko tri puta manja u odnosu na EU-28. Prehrambena industrija ima značajno učešće u BDP i ostvaruje suficit u spoljnotrgovinskoj razmeni. Nepovoljno je to što uvoz nesrazmerno raste u odnosu na izvoz agroprehrambenih proizvoda. Zabeležen je pad prehrambene industrije u posmatranom periodu (2018/2017), kako na republičkom, tako i na pokrajinskom nivou, i to za 2,3% i 4,8%, respektivno. Povećanje investicija, obezbeđenje stabilnijih tržišnih uslova i viših subvencija primarnoj poljoprivrednoj proizvodnji uz transfer novih tehnologija i uvođenje 1 Rad je sastavni deo istraživanja za projekat III-46001 koji finansira Ministarstvo prosvete, nauke i tehnološkog razvoja Republike Srbije.
Sažetak: Cilj rada je definisanje ciljeva, utvrđivanje mogućnosti i ograničenja za razvoj agrarnog sektora Republike Srbije korišćenjem IPARD fonda. Primenom istorijskog i deskriptivnog metoda, sistematizovane su mogućnosti uticaja IPARD programa na razvoj poljoprivrede u Republici Srbiji. Takođe, na osnovu iskustva ostalih zemalja analizirana su potencijalna ograničenja, koja bi se mogla javiti pri povlačenju sredstava iz ovog fonda. Sufinansiranje projekata ima za cilj: rast produktivnosti i konkurentnosti, usklađivanje sa veterinarskim, sanitarnim i ekološkim standardima Evropske unije, održivo upravljanje zemljištem i organska proizvodnja, te jačanje infrastrukture u ruralnim područjima, što je zapravo najveći izazov. Stepen iskorišćenosti raspoloživih sredstava IPARD programa zavisi od više faktora. Među njima najveći uticaj imaju institucionalna pripremljenost, kao i informisanost i edukacija poljoprivrednika. Iskustva zemalja koje su ranije ušle u proces pridruživanja Evropskoj uniji potvrđuju pozitivan uticaj IPARD programa na ruralnu ekonomiju.
The main goal of this paper is an overview of existing and future mechanism of supporting young farmers in European Union. Positive effects of the measures of rural development policy, as well as restrictions in their operationalization were analyzed based on the insight into current reference sources and the regulations of European Union. Key recommendations for rural development policy regarding youth pertain to a higher degree of youth participation in the creation of development programs and projects, simplification of administrative procedures and a greater availability of information. Specific restrictions for potential young farmers include difficult access to farming land and a system of financing based on the refunds of invested resources.
The purpose of the research is to identify the level of Government support to farmers’ income in the Republic of Serbia. This support is based on market measures and budgetary transfers directed towards producers. As budgetary transfers are defined in the agricultural policy, by applying the producer support estimate (PSE) methodology, it is indirectly evaluated whether agricultural policies have a positive or negative impact on farmers’ income and their economic status and the economic sustainability of farms. Producers of more significant agricultural commodities covered by the analysis in the period between 2012 and 2016 did not get any significant support from the state. Namely, most of the analyzed commodities had negative values of single commodity transfer (SCT) indicators, which means that agricultural producers received more taxes than incentives. In addition to the modest budgetary transfers, variations in their forms further negatively affect producers’ income. Low share of budgetary transfers in the support structure to farmers leads to the conclusion that the support to farmers’ income through higher prices on the domestic market is paid by consumers.
Sažetak: U fokusu ovog rada je solarna energija kao vid obno ljivog izvora energije. Posmatrano kroz istoriju, društvo je uvek imalo problem sa posledicama koje je neracionalna upotreba resursa ostavljala za sobom. Iz tog razloga, i na ovom stepenu razvoja civiliziacije, neophodno je da izvori obno ljive energije dobiju širu primenu, jer se rezerve neobno ljivih izvora maso no iscrpljuju, dok stepen zagađenja dostiže nesagledive razmere. Obno ljivi izvori nisu no ost, zabeležena je njiho a upotreba u najranijim fazama razvoja ljudskog društva, mahom se odnosila na upotrebu Sunčeve energije. Današnja moderna tehnologija i razvoj omogućavaju višestruku upotrebu solarnih izvora. Podsticanje većeg korišćenja obno ljivih izvora energije je aktuelno pitanje u svim razvijenim zemljama, a razlozi su brojni-od ekonomskih do onih koji se tiču smanjenja efekta staklene bašte. Međutim, preduslo je osno na promena u svesti ljudi. Čo ek je neraskidivi deo prirode, svaka promena i neravnoteža u njoj, direktno utiču ne samo na njego život već i na opstanak života na Planeti, uopšte.
