O estudo comtempla a gestão das finanças públicas diante do que dispõe a Lei Complementar n° 101/2000, que impôs limites e regras aos gastos públicos, entre os quais está o limite para gastos com pessoal. Levando em consideração ao preconizado por esta lei, a pesquisa tem como objetivo investigar a evolução dos gastos com pessoal pelas Prefeituras e Câmaras dos municípios da região metropolitana de Maringá no período de 2013 a 2018, verificando assim, se estão sendo cumpridos os limites estabelecidos pela legislação. Trata-se de uma pesquisa descritiva, com tratamento quali-quantitativo dos dados e que se utiliza de procedimentos bibliográficos, documentais e ex-post facto com o objetivo de analisar os dados de forma que seja possível verificar se houve o cumprimento dos limites fixados pela Lei de Responsabilidade Fiscal (LRF). Os resultados obtidos demonstraram que o Poder Executivo dos municípios enfrentaram dificuldades quanto ao gerenciamento dos limites fixados na legislação e ultrapassaram os limites de alerta, prudencial e máximo, aos quais foram aplicadas as sanções previstas pela LRF. Os resultados mostraram ainda que o Poder Legislativos dos municípios não tiveram problemas quanto ao cumprimento dos limites definidos na LRF, executando despesas que atendem ao disposto na lei, ficando abaixo de 6% em todos os períodos; já no Poder Executivo houve municípios com gastos superior ao teto 54% de sua Receita Corrente Líquida, outros ultrapassaram o limite prudencial de 51,30% e o limite de alerta de 48,60%, aos quais também foram aplicadas as sanções previstas pela própria LRF.
