Latin America is a highly culturally and socioeconomically diverse region and it has a long story dealing with a weak, inequitable, inefficient and fragmented health system. The world faces a global health crisis without precedent, where global action and solidarity are crucial. This article highlights the importance of South-South cooperation actions based on science diplomacy, from countries in Latin America, for health-related emergencies, such as the COVID-19 pandemic. As the qualitative research, this article will first present the concepts of science diplomacy and South-South Cooperation; secondly it will describe how these two concepts can contribute to emergencies associated with health related situations. Then, this article will review initiatives from Latin America to address the current pandemic. Finally, the general conclusions of the article will be presented. The management of the pandemic requires the best public health strategies contributing to its containment, but also an integrated approach using the transfer of good practices between the Global South, creating a network of scientists and diplomats working together to find possible solutions to the disease. South-South cooperation in Latin America occurs mainly bilaterally, especially with other countries in the Global South. Latin America has to work as a region to generate more spaces for collaboration, addressed by governments to achieve universal health.
En la región Centroamericana, el Sistema de Integración Centroamericano (SICA), promueve el desarrollo sostenible de sus miembros. La Diplomacia Científica es una creciente tendencia mundial que se encuentra en la mesa de discusión de científicos y diplomáticos, dos terrenos neutros, que proponen soluciones a los retos globales. Las autoras exploran propuestas de iniciativas bajo esquemas de Diplomacia Científica para el desarrollo sostenible, identificando estrategias, retos y limitaciones. Por medio de entrevistas a actores clave, se identificó la poca colaboración científica, la falta de voluntad política, y, la necesidad de involucrar más sectores a fin de crear políticas públicas basadas en el conocimiento constructivo. Se necesitan espacios de discusión sobre ciencia para coordinar políticas públicas y crear comunidades regionales de Diplomacia Científica cuyas recomendaciones se reflejan internacionalmente. Es necesario cerrar la brecha existente entre la ciencia y la generación de políticas públicas.
El presente artículo pretende ahondar en los conceptos de diplomacia científica y su relación con los Objetivos de Desarrollo Sostenible, realizando especial hincapié en las oportunidades y desafíos de los mismos y exponiendo experiencias de América Latina. Frente al concepto de diplomacia científica, se desglosan los diferentes abordajes del mismo, así como las posibles acciones lideradas por los países para avanzar en intereses nacionales, transfronterizos y globales; igualmente de identificaron los actores de la diplomacia científica y sus roles. Se expresaron oportunidades para la implementación de la Agenda 2030, así como la importancia de la Cooperación Sur-Sur en este proceso. Se observa que si bien existen iniciativas exitosas, aún se encuentran muchos desaf por su partetido, co y social; la ientnjunta intereses a humanidadarrollo en los pa de alcanzar los planteamientos de la Agtendíos especialmente de cara a la financiación de la implementación de los ODS, su monitoreo y medición de indicadores. Asimismo, los países deben fortalecer sus esquemas de diplomacia científica con el fin de alcanzar de forma conjunta intereses en común.
